On the afternoon of October 15, Comrade Pham Minh Chinh, Politburo member, Secretary of the Government Party Committee, Prime Minister and Comrade Tran Thanh Man, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly, co-chaired a meeting on some main contents to prepare for the 10th Session of the 15th National Assembly.

Also attending the meeting were Politburo members, Party Central Committee Secretaries, Party Central Committee members, Deputy Prime Ministers, Vice Chairmen of the National Assembly , and leaders of National Assembly and Government agencies.
Reports and opinions at the meeting said that the 10th session, scheduled to open on October 20, 2025, is the final session of the 15th National Assembly term, deciding on the largest legislative volume ever. The session is of special importance to evaluate and summarize the term, decide on major national issues and lay the foundation for a new development stage.

The session is expected to take place from October 20 to December 12, and will consider and decide on 66 contents and groups of contents, including 50 laws, 3 resolutions on legislative work, 13 groups of contents on socio-economics, the State budget, supervision and decision on other important issues of the country.
Since the 9th Session, the coordination between the Government and the National Assembly has continued to be improved, more substantial and effective, in directing the preparation of the session agenda, identifying key and priority contents and examining and perfecting projects and proposals, submitting them to the National Assembly for consideration and approval, achieving very high consensus; actively implementing laws and resolutions of the National Assembly, bringing laws into life, removing obstacles and unblocking resources for socio-economic development; coordinating and preparing projects and proposals early and remotely, serving the 10th Session of the 15th National Assembly.

In preparation for the 10th Session, the Government and the Prime Minister have directed relevant ministries and branches to closely coordinate with the Office of the National Assembly and agencies of the National Assembly to proactively prepare documents and promptly receive opinions from the National Assembly Standing Committee to complete draft laws, reports and documents submitted to the National Assembly, ensuring progress, compliance with legal regulations, ensuring professional quality and high persuasiveness, enhancing the application of information technology and digital transformation in the process of drafting and submitting documents.
The Government has organized 06 sessions on legal topics; the Government Standing Committee has held many sessions. At the same time, the Government and the Prime Minister have issued 12 timely and specific directives, assigning Deputy Prime Ministers, Ministers, and Heads of ministerial-level agencies to urgently direct the development and completion of draft laws, draft resolutions, documents, and reports to be submitted to the National Assembly at this Session.
After the meeting between the Government Party Committee Standing Committee and the National Assembly Party Committee Standing Committee on September 15, 2025, the Government has so far submitted 108/120 dossiers and documents, basically ensuring the progress of submission to the National Assembly. Among them are many new and difficult issues, especially for a number of specialized law projects and resolutions to immediately remove difficulties and obstacles such as land, planning, education, digital transformation, high technology, protection, care, improvement of people's health, population, new rural construction and sustainable poverty reduction... Up to now, 12 documents are being urgently completed by ministries and agencies according to the conclusions of the National Assembly Standing Committee at the 49th and 50th sessions.
At the meeting, delegates focused on exchanging and discussing in a spirit of frankness, responsibility, and sharing, reaching high consensus and agreement on the Program and content of the 10th Session of the 15th National Assembly, coordination between agencies in completing records and documents, directions to improve the effectiveness of coordination between the Government and the National Assembly in the coming time to improve the effectiveness of the Session and the contents were passed with a high consensus rate.

Stating that the 10th Session will take place for about 40 days and may last longer, the two sides have agreed on a scientific and rigorous arrangement of the Session's program, the National Assembly Chairman suggested continuing to determine the progress and the person responsible for the contents of the Session; focusing on priorities, avoiding spreading out in discussions in groups and in the hall, receiving and explaining clearly; strengthening discussion, criticism, listening from many perspectives to receive and explain to ensure accuracy, persuasion, and quality, especially on issues with different opinions; further enhancing the effectiveness of the interconnection mechanism between the National Assembly, the Government, ministries, branches, and localities to ensure the role of a bridge between the legislative and executive branches; enhancing digitalization, applying technology, artificial intelligence, enhancing transparency, building a digital National Assembly, towards a smart National Assembly; agencies and National Assembly deputies promoting a sense of responsibility to pass contents with high consensus.
According to the National Assembly Chairman, the 15th National Assembly has successfully completed 9 extraordinary sessions, 9 regular sessions and the 10th session is the last session of the 15th National Assembly. Speaking at the meeting, on behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked the National Assembly, the National Assembly agencies, especially National Assembly Chairman Tran Thanh Man, for always accompanying, sharing, creating all conditions, and closely coordinating with the Government in reviewing and approving important mechanisms and policies to remove bottlenecks, unblock resources, promote socio-economic development, and achieve many outstanding results in a difficult and challenging context, with the spirit of all for the people and for the country.
