Preventing Personal Information Leaks: The Chaos of the Digital Identity Black Market

Personal information leaks are becoming more common online. Information leaks have reached the point where, with just a few clicks, anyone can buy an electronically verified bank account (eKYC), biometrics, or even own 10,000 citizen identification cards with videos and photos of the owner on the black market of digital identities that are being sold publicly.

Bustling transactions

Just type the phrase “buy and sell bank accounts” on social networks, users will immediately receive a series of suggestions from public groups filled with bustling transaction posts. We accessed a group with nearly 50,000 members on Facebook specializing in the sale of SIM cards but in fact buying and selling bank accounts, every day there are dozens of posts selling accounts, from individuals to businesses, from popular banks to accounts identified according to specific requirements (by name, phone number, transaction limit...).

An account named HGP posted “Buying all kinds of bank accounts with monthly rental fees”. Below were a series of comments inviting “I need to rent a bank account”, “I need to sell a nice bank account number”, “I have an account”.

VQ account advertises more clearly: "Does anyone need to buy a bank account? I haveACB , Vietinbank, Momo, Zalo pay, all of which are working normally and have full biometric identification."
Or an account named AL shows the cross-border scale of this activity when posting: "I specialize in purchasing accounts for Chinese owners who make games in Cambodia. If anyone wants to cooperate, inbox me"...

Not only selling available accounts, some people also offer to rent or sell accounts “by requested name”. An account named HN posted “need a bank account named Vu Van Minh. I rent for 100,000 VND per hour”. Immediately after, another account named NB commented, suggesting a higher price of 500,000 VND.

We contacted the above NB account and made a request to rent a bank account named TVN. This person responded quickly and said the monthly rental price was 600,000 VND. According to this person, this account has a daily transaction limit of 20 million VND, if it exceeds that limit, a face scan is required for authentication.

When we asked if there was a way to have the same name as requested but “cover a higher transaction limit”, this person suggested a price of 1.3 million VND for a “full limit” account, which can transact up to 3 billion VND a day. When we asked about “covering biometrics”, this person affirmed: “We have it ready, just download the app and use it, no need to scan your face”.

Invitation to buy wholesale citizen identification cards

Joining a Facebook community for buying and selling SIM cards, we discovered an account named LTA posting a public notice looking to buy ID cards with portrait photos in large quantities. Below the post were a series of inviting comments. In which, an account named NN announced that it had just sold more than 10,000 sets of ID data at a cheap price “just the price of a cup of coffee”.

We contacted this account directly to discuss the purchase of a large number of citizen identification cards. This person informed that if we buy retail of about 1,000 sets, the price will range from 100,000 to 200,000 VND. If we buy wholesale of more than 10,000 sets, we only need to transfer 600,000 VND to receive the full package.

In particular, this person affirmed that he could use ultraview to filter and select the desired model before making a transaction. Immediately after that, we were sent a photo of a series of folders on the computer containing personal data with a "dizzying" amount such as: 25 old citizen identification cards, 851 filters by name, 1,200 filters by new name up to 1,500 unfiltered sets...

More worryingly, the NN account said that the 10,000-pack included video data of the owner holding the citizen identification card, an increasingly popular form of authentication on financial and banking applications. After that, this person sent us several ID samples with photos of the owner. Among them, according to observation, we noticed a clear portrait photo taken at a phone store, raising the question of whether many customers had their image data stolen when shopping or registering for services.

Continuing to contact another account named Super Fast Papers, this person introduced himself as a “big shot” in the paper industry, specializing in providing fake citizen identification cards, ID cards, and household registration books. The price offered was 300,000 VND for 1,000 sets of identification cards and warned that buying 600,000 VND for 10,000 sets would only be “cheap goods, not beautiful”. This person requested to switch to Telegram communication, confidently asserting that he owned one of the largest data warehouses in Vietnam.

With just a few simple steps, tens of thousands of citizen identification cards were openly sold as commodities. The problem is no longer who will buy them, but what will they do with those sold identities?
