According to members of the parent forum, the petition is said to have originated from Nguyen Van Bua Secondary School (Hoc Mon District, Ho Chi Minh City). According to the leader of the Department of Education and Training of Ho Chi Minh City, the ultimate goal of streaming must be based on the wishes of students.
