Phu Quy today: Strong Party, Trusting People

More than the obvious changes in the marine economy, tourism or infrastructure, what makes Phu Quy "quality" today is the high consensus between the Party Committee and the People in building a strong political system, caring for people's lives, ensuring social security and aiming for sustainable and comprehensive development.

From a strong Party foundation…

"The Party Committee must be clean to have enough prestige for the people to trust and follow", Mr. Nguyen Van Tri - Standing Deputy Secretary of the Party Committee, Chairman of the People's Council of the special zone emphasized when talking about the achievements of the past term. And not just empty talk, the Phu Quy special zone Party Committee has turned that determination into concrete actions. Over the past 5 years, deeply aware of the key role of Party building work, the Phu Quy special zone Party Committee has focused on leading and synchronously implementing solutions to improve the capacity and fighting strength of the Party organization and the contingent of cadres and Party members. The Central Resolutions 4 (terms XI, XII) and Conclusion 21-KL/TW (term XIII) have been thoroughly grasped, associated with the effective implementation of Directive 05 on studying and following the ideology, morality and lifestyle of Ho Chi Minh .

After one term, the Phu Quy Special Zone Party Committee admitted 247 new party members, bringing the total to 1,212 party members; at the same time, expelled 45 cases from the Party. Inspection and supervision work was strengthened with 157 inspections, 41 supervisions; 20 party members were disciplined. Notably, no party organization or party member was found to have degraded in political ideology, ethics, or lifestyle. A result that clearly shows the effectiveness of "self-examination and self-correction".

Phu Quy today has had many changes in the direction of comprehensive development.

The work of cadres was focused on, openly and transparently. 62 cadres were mobilized, appointed and assigned; 122 cadres were trained and fostered in political theory, state management and professional skills. The evaluation and comments on cadres were carried out objectively and truthfully. The elected bodies played a good role in monitoring and social criticism; they received 159 citizens and resolved 98.43% of petitions under their authority.

Judicial work, investigation, trial and execution of judgments have been strengthened, ensuring compliance with the law. Over 90% of grassroots party organizations have fulfilled their tasks well or better. Dialogue between Party committees, authorities and the people has been maintained regularly, contributing to increasing consensus and consolidating people's trust.

Administrative reform has also achieved many positive results: The rate of timely handling of documents reached over 96%; 100% of agencies have LAN, internet connection and WAN, ensuring security and stability. Effectively deploying digital government, online public services at levels 3 and 4 and public postal services. The Public Administration Service Center has become a friendly destination. "Now completing documents is much easier, no need to go back and forth as many times as before," said Mr. Le Van Tuan, a fisherman, after completing procedures for fishing.

Education work has always received special attention from the Special Zone.

…To take care of people comprehensively

During the past term, the leaders of Phu Quy special zone understood that investing in people is investing in the future, therefore, education has always been closely concerned. In Phu Quy special zone, there are currently 10 schools, 3 of which meet national standards. In particular, this year's high school graduation exam marked a strong impression of Ngo Quyen High School - the only high school in Phu Quy special zone when there were 3 students achieving absolute 10 points, respectively in the subjects: History, Geography and Physics. Among the 6 valedictorians of the whole Binh Thuan province (old), there was 1 student of the school.

Names like Nguyen Bao Long, Pham Thi Thanh Thao or Nguyen Do Tuan Tu not only make friends and teachers proud but also spread the belief in the sustainable development of education on remote islands. "Although the learning conditions on the island may not be as good as on the mainland, the academic achievements of the students who scored 10 points at Ngo Quyen High School, Phu Quy Special Zone are very admirable," said Mr. Luong Van Ha - Deputy Director of the Department of Education and Training of Lam Dong province.

Phu Quy focuses on maintaining political security and social order and safety.

The health sector is not left out of the development trend. The Phu Quy Military-Civilian Medical Center has been invested synchronously with 70 beds, and 100% of the population has health insurance. Despite the lack of equipment, the epidemic is under control and people's health care is well maintained.

Notably, in the past 5 years, Phu Quy has mobilized more than 34 billion VND for social activities, reducing the poverty rate to 0.31% (only 21 households). The "For the Poor" Fund has attracted more than 2.6 billion VND, supporting the construction and repair of 26 houses, nearly 400 workers are provided with jobs each year. The "Repaying gratitude" movement, taking care of people with meritorious services has been carried out carefully...

But most notably, since 2021, the 70-ton/day domestic waste treatment plant has been put into operation, significantly improving the living environment in the special zone. Young people on the island regularly organize campaigns to clean the sea, sort trash, and plant trees. No slogans, just action. "We cannot wait for others to change. If we want to build community awareness, the union members themselves must be the pioneers, do it first, do it for real, and then convince people to do it together," said Secretary of the Phu Quy Special Zone Youth Union Nguyen Thi Thom.

In addition, as an outpost, Phu Quy always focuses on maintaining political security and social order and safety. Defense area drills are organized systematically, and military recruitment targets always reach 100%. 100% of agencies and enterprises meet security standards. After one term, Phu Quy special zone has drawn 3 core lessons. That is, firmly grasping and flexibly applying the Party and State's guidelines and policies. Unity is key within the Party, within the government and among the people. Along with building a strong political system, discipline and closeness to the people are the foundation for sustainable development.

From a solid political foundation, the consensus of the political system and the people, Phu Quy special zone is ready to enter a new term with confidence, reaching out to the ocean.

Closing a term with many imprints, Phu Quy special economic zone is entering a new term with a proactive, confident and ambitious mindset. The goal is not only to maintain the achievements, but also to reach new heights: The average growth rate of state budget revenue is 4.5%/year; the annual seafood output is from 30,000 - 35,000 tons; the number of poor households is reduced to below 0.25%. Phu Quy also aims to complete the criteria of a type V urban area before 2030, moving towards approaching a smart urban area, with a stable population of under 35,000 people. By 2030, this pearl island will be a place where 100% of children are fully vaccinated, 100% of schools meet national standards, the rate of people participating in health insurance will reach 100% and 90% of household waste will be collected and safely treated...
