On October 21, the People's Committee of Phu Tho province issued Decision No. 67/2025/QD-UBND regulating the distance and area as a basis for determining students who cannot go to school and return home during the day, along with a list of pages providing personal belongings and school supplies to students of ethnic boarding schools and general education institutions performing the task of educating ethnic boarding students in the province.
The above decision has provided specific criteria to identify students who are unable to go to school and return home during the day, as a basis for enjoying boarding policies.
Accordingly, regarding the distance from home to school, primary school students: From 4 km or more. Secondary school students, continuing education students at the lower secondary level: from 7 km or more. High school students, continuing education students at the upper secondary level: from 10 km or more.
Regarding the difficult terrain and transportation: If the road from home to school has to go through lakes, rivers, streams without bridges; over passes, high mountains; or through landslides.
Regarding the area: Communes in region III, region II, region I of ethnic minority and mountainous areas, and particularly difficult villages according to current regulations are listed in the Appendix of the Decision.
In order for ethnic minority boarding students and ethnic minority boarding students studying at general education institutions to be able to study with peace of mind, the Decision has detailed the list of provided supplies, ensuring basic living and studying needs.
One-time provision by grade level (Personal items): At each grade level, students will be provided with one-time provision of essential items in kind, including: personal blanket, personal mosquito net, personal mat, mattress and mattress cover, pillow, sun and rain umbrella, and plastic bucket (basin).
Annual Provision (Clothing and School Supplies): Each school year, students will be provided with 2 sets of uniforms and important school supplies such as: Calculator, school backpack (or satchel), notebook, test paper, ballpoint pen, black pencil, box of colored pencils (or watercolors), eraser, compass set, protractor, scissors, construction paper, glue, and ruler.
Boarding schools for ethnic minorities and educational institutions responsible for educating boarding students for ethnic minorities will base on the Government 's budget norms to decide on the list, quantity, and types of supplies and school supplies provided to students, ensuring that they are suitable to the needs and actual situation.
Decision No. 67/2025/QD-UBND applies to many subjects related to support policies, including:
Boarding students and trainees according to the provisions of Decree 66/2025/ND-CP. Boarding ethnic students study at ethnic boarding schools, general education institutions that carry out the task of educating boarding ethnic students.
Educational institutions such as ethnic boarding schools, general education institutions with centralized accommodation and meals; ethnic boarding schools, general education institutions carrying out the task of educating ethnic boarding students.
Agencies, organizations and individuals involved in implementing support policies.
