Reduced student numbers, passive enrollment plans
According to statistics from the Department of Education and Training of Ca Mau province , in the first admission period, there were a total of 457 students who wanted to transfer from Bac Lieu Ward to the administrative center of Ca Mau province. Of which, primary school level accounted for the largest number with 205 students, followed by preschool with 104 children, the rest were secondary and high school students.
According to records, Nguyen Thi Dinh Primary School has the largest number of transferred students with nearly 70 students.
Although facilities have been fully prepared for the new school year, Nguyen Thi Dinh Primary School is still worried about the large number of students transferring schools.
The increase in the number of students enrolling in the provincial administrative center has had mixed results at schools in Bac Lieu ward, where children are already studying or are old enough to enter first grade.
At Phung Ngoc Liem Primary School, a large school in Bac Lieu ward, the impact of school transfers has begun to be evident. According to the plan, in the 2025-2026 school year, the school will enroll 1,051 students, distributed to 26 classes. However, in the first round of statistics, 30 students registered to transfer schools with their parents to the provincial administrative center.
Ms. Nguyen Thi Nguyet, Principal of Phung Ngoc Liem Primary School, said: “The demand for transferring schools for children of officials from Bac Lieu to Ca Mau is very high. We predict that in the near future, after parents have settled down and work, this number may continue to increase. That will partly affect the organization of classes and the number of teachers.”

According to Ms. Nguyet, after stabilizing the list of transfer students, the school will rearrange the existing classes based on the facilities and teaching staff. The goal is to ensure the rights and create the best learning environment for the remaining students, while creating conditions for parents to work with peace of mind and be ready to welcome students in the new school year.
Teachers under pressure, difficult to maintain class size
Not only primary school, but also preschool in Bac Lieu ward has recorded a clear decline in enrollment. Hoa Sen Kindergarten, which often exceeded enrollment targets in previous years, is now facing difficulties in achieving its plan for the first time.
Ms. Huynh Thi Tuyet Suong, Principal of Hoa Sen Kindergarten, informed: “This year, the school started enrolling students early from June 16, but so far the rate of applications has not met the target. Specifically, the preschool group has 3 children requesting to transfer to Ca Mau, the sprout group has 5 children, and the sprout group has 6-7 children. This is the first time the school has encountered such a low enrollment situation, while every year it always exceeds the plan by a lot.”

The decline in the number of children has brought many consequences. Many classes have already arranged teachers, equipment, classrooms... now have to consider adjusting or merging. In particular, the kindergarten class is facing the most difficulties in maintaining the required number of students.
Although schools have proactively encouraged parents to keep their children in the locality, promoted support policies, and stabilized the learning environment, the pressure from changing workplaces and settling down according to household registration remains a major barrier. Parents changing jobs and students following is an inevitable reality, especially in the period after the merger of provincial administrative boundaries.
Proactively respond and ensure learners' rights
Faced with this situation, the education sector has directed schools to flexibly develop teaching plans, and at the same time proposed that local authorities coordinate to review population fluctuations to have appropriate adjustments.
While the entire industry is making efforts to prepare for the new school year with the determination to innovate and improve quality, the problem of student shortage in central wards like Bac Lieu ward is an issue that needs to be given due attention. Because, stabilizing student numbers and ensuring class size is not only an immediate matter, but also the foundation for maintaining long-term educational quality.
