On December 19, in Ha Long City, the Provincial People's Committee held a meeting to discuss the progress of research and development of the pilot project to form and develop a high-tech cultural industrial park in Ha Long City and the pilot project to establish the Quang Ninh Cultural Industry Development Support Center. Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, attended and directed the meeting. In recent years, the construction and development of culture in general and cultural industry in particular have been given attention and direction from the central to local levels. In Vietnam, the concept of high-tech cultural industrial parks is beginning to be focused on, however, not many industrial parks have officially applied this model. However, some provinces and regions have begun to build industrial parks and creative complexes related to culture, art and high technology.

In Quang Ninh, to carry out research and develop a pilot project to form and develop a high-tech cultural industrial park in Ha Long city, initially, the Department of Culture and Sports has developed an outline, focusing on investment and development sectors and fields including: Cultural tourism; cinema; performing arts; fine arts, photography and exhibitions; advertising; fashion ... In particular, it will attract investment in applying high technology to cultural industrial parks such as: Artificial intelligence technology, virtual reality technology, digital copy, 3D printing, information light technology and photonics...

In his speech, Deputy Secretary of the Provincial Party Committee Dang Xuan Phuong affirmed that the pilot project to establish and develop a high-tech cultural industrial park in Ha Long City is a positive move in implementing Plan 383-KH/TU, dated March 26, 2024 of the Provincial Party Committee Standing Committee to implement Resolution 17-NQ/TU, dated October 30, 2023 of the Provincial Party Committee Executive Committee on building and promoting cultural values ​​and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development. The construction of cultural institutions to serve the construction of cultural industrial parks must be based on closely following approved plans to study implementation plans, ensuring effective investment of budget capital and mobilization of socialized capital sources. At the same time, build an operating model and fund to encourage creativity in developing cultural industries, learn and appropriately apply experiences from high-tech cultural industrial zones in the region and internationally.

At the meeting, leaders of departments and branches gave their opinions on the project, proposed a number of locations in Ha Long City to implement the High-Tech Cultural Industrial Park. At the same time, discussed mechanisms and policies to support investors...

Speaking at the meeting, Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hanh requested departments and branches to be determined and speed up the implementation of the Project. The Department of Culture and Sports was assigned to continue researching and developing the Project, on the basis of making the most of the province's infrastructure and cultural institutions. The Department of Construction was assigned to preside over and coordinate with the Department of Natural Resources and Environment to research and propose suitable land allocation. The Department of Planning and Investment was assigned to research existing policies and mechanisms of the Central Government and the province and propose mechanisms to attract domestic and foreign investment in cultural industries.
