Quang Tri still has 378 "3 no" fishing boats

According to information from the Department of Agriculture and Rural Development, although relevant levels, sectors and units have made efforts, the number of "3 no" fishing vessels (unregistered, uninspected and without fishing license) in the area is still large. As of July 2024, the whole province still has 378 "3 no" fishing vessels with lengths from 6 m to under 15 m.

It is known that the province currently has 2,280 fishing vessels with a total capacity of 137,915.6 CV. In order to manage the number of fishing vessels well, in recent times, relevant levels, sectors and units have implemented many solutions. The Provincial People's Committee directed the People's Committees of coastal districts and Con Co island district to strengthen the management of fishing vessels in their localities, not allowing the emergence of newly built, converted and traded fishing vessels from other provinces without the written approval of the Department of Agriculture and Rural Development.

Unregistered and uninspected fishing vessels in the area are specifically listed and announced. The Provincial People's Committee directs relevant departments, branches, localities and units to guide owners of fishing vessels that have not registered for fishing activities to prepare documents and carry out registration procedures in accordance with regulations. "3 no" fishing vessels are not allowed to enter or exit the inlet.

However, according to records, the number of "3 no" fishing boats in the area is still large. According to statistics, the whole province has 21 fishing boats with a length of 12 m or more, 357 fishing boats with a length of 6 m to less than 12 m that are not registered, inspected and do not have a fishing license.

These fishing boats are concentrated in the districts of Gio Linh (162 boats), Trieu Phong (93 boats), Vinh Linh (63 boats), Hai Lang (31 boats) and Con Co island district (8 boats). Most of the "3 no" boats work in trawling, squid netting, snail trapping, trawling, and trapping...

In addition to the above situation, currently, there are still 2 fishing boats in the area that have not installed the journey monitoring device as prescribed. The situation of fishing boats having installed the journey monitoring device but losing connection for many hours still occurs.

Some fishing vessels with the longest length of 15 m or more do not dock at fishing ports listed in the list of designated fishing ports to unload aquatic products. There are cases where fishing vessels do not comply with inspection and control by competent authorities.

It is known that from October 2023 to July 2024, the Department of Agriculture and Rural Development inspectors coordinated with other forces to organize 27 patrols and inspections. After inspecting 102 vessels, the team handled 38 violations with a total fine of more than 325 million VND.
