New regulations on training, testing and granting of driving licenses nationwide
Circular 14/2025/TT-BXD takes effect from September 1, 2025, detailing driver training and issuance of certificates of road traffic law knowledge. At the same time, on July 9, 2025, the Traffic Police Department (Ministry of Public Security) announced a list of 30 type 1 & 2 testing centers that are qualified to operate under Decree 160/2024/ND-CP.
