Latest regulations on driver training

(Chinhphu.vn) - The Ministry of Construction has issued Circular No. 14/2025/TT-BXD regulating driver training; training, testing, and granting certificates of training in road traffic law knowledge.

The Ministry of Construction has issued regulations on driver training; training, testing, and certification of training in road traffic law knowledge.

This Circular provides for driver training; training, testing, granting and re-granting of certificates of training in road traffic law; standards for specialized motorcycle driver training facilities that conduct training, testing and granting certificates of training in road traffic law and standards for motorcycle driver training facilities.

This Circular applies to organizations and individuals involved in driver training; training, testing, granting and re-granting certificates of training in road traffic law knowledge and standards of specialized motorcycle driver training facilities that conduct training, testing and granting certificates of training in road traffic law knowledge.

This Circular does not apply to driving training facilities, driving training organizations; and the issuance and re-issuance of certificates of training in road traffic law knowledge for military and police forces performing national defense and security duties.

Driver training form

According to the Circular, for those who need to be trained to be granted a motorcycle driving license for classes A1, A and B1 : For theoretical learning content, they must complete the training program as prescribed in this Circular and can choose one of the following learning methods: self-study of theoretical subjects according to the Government 's regulations on driver training activities or study in a centralized manner at a driver training facility. For practical driving learning content: in a centralized manner at a driver training facility.

People who need to be trained to be granted driving licenses for classes B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE: For theoretical learning content, they must complete the training program as prescribed in this Circular and can choose one of the following learning methods: concentrated at a driving training facility or distance learning, self-study with guidance according to the Government's regulations on driving training activities. For practical driving learning content: in the form of concentrated at a driving training facility.

Driving training for classes B, C1

According to the Circular, the program allocates practical training time for driving classes B and C1 as follows:

The number of students in a group of driving practice students arranged on a class B driving practice car is no more than 05 students, class C1 is no more than 08 students; in which, the driving practice distance is calculated for each student and the driving practice time on the driving practice yard is calculated for the group of students on the driving practice car.

Check completion of training course

Testing the theoretical and practical training content at the driving training facility, to be considered for completion of the training course, including: Testing at the end of the theoretical training content according to the set of theoretical test questions and simulation of traffic situations issued by the Ministry of Public Security ; testing at the end of the practical driving training content including continuous lessons, zigzag forward and backward lessons and driving on the road; the driving learner is tested for completion of the training content when attending at least 70% of the theoretical training time; studying enough time and at least 50% of the practical driving distance on the driving practice ground; studying enough distance and at least 50% of the practical driving time on the road.

Assessment score of theoretical and practical training content of trainees: for test content according to the set of theoretical test questions, simulated traffic situations, continuous tests and driving on the road are assessed according to the driving test process issued by the Ministry of Public Security; for the back and forth test according to the 10-point scale (from 1 to 10) built by the training facility, taking into account 1 decimal place.

Consider completing the training course for driving learners whose test scores according to the set of theoretical test questions, simulated traffic situations, continuous tests and driving on the road meet the requirements for the corresponding class according to the driving test process issued by the Ministry of Public Security; the forward and backward test score is 5.0 or higher.

This Circular takes effect from September 1, 2025. This Circular annuls Circular No. 35/2024/TT-BGTVT dated November 15, 2024 of the Minister of Transport regulating training, testing, and issuance of driving licenses; issuance and use of international driving licenses; training, testing, and issuance of certificates of training in road traffic law knowledge.

Transitional provisions

For training courses that have been opened before the effective date of this Circular but have not yet conducted the completion test before the effective date of this Circular, the training institution shall proactively choose the process of assessing the learning outcomes of theoretical and practical training content of trainees to consider completion of the training course according to the provisions of this Circular or according to the provisions of Circular No. 35/2024/TT-BGTVT.

For training courses that have conducted training course completion testing before the effective date of this Circular, the confirmation of training course completion shall continue to be carried out according to the provisions of Circular No. 35/2024/TT-BGTVT.

Certificates of completion of training courses and certificates of training in road traffic law issued before the effective date of this Circular are still valid according to regulations./.
