New regulations on driver training

The Ministry of Construction has just issued a circular regulating driver training; training, testing, and granting certificates of training in road traffic law knowledge.

Accordingly, the new regulation clearly states that for those studying motorcycle classes A1, A and B1, the theoretical content must ensure the full training program and they can choose one of two forms: Self-study of theoretical subjects according to Government regulations or study at a driving training facility. Practical content must be studied at a driving training facility.

For grades B, C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE, theoretical content can be studied in a centralized form, distance learning or self-study with guidance, according to Government regulations. However, practical content must be studied centrally at the training facility.

Driving training facilities are required to develop a course duration of no more than 90 days for car driving training programs. On a class B driving practice vehicle, no more than 5 students; on a class C1 vehicle, no more than 8 students.

Learners will be tested at the end of the course at the training facility, including two main contents. Specifically, in theory, the test will be based on a set of theoretical test questions and simulate traffic situations, applied consistently according to the procedures of the Ministry of Public Security .

In terms of practice, the test covers driving in a series of vehicles and driving on the road. The learning outcomes will be evaluated and the course will be considered completed if the student meets all the requirements above, corresponding to the driving license class registered.

The Circular takes effect from September 1, 2025.
