Launching the Public Administration Virtual Assistant integrated on the VNeID platform

On the afternoon of July 14, at the headquarters of the Department of Administrative Police for Social Order (C06), the Ministry of Public Security held a ceremony to announce a series of new utilities on the VNeID application and the "Digital Popular Education" platform. Among them, the most notable event was the launch of the Public Administration Virtual Assistant - an artificial intelligence (AI) solution integrated directly on VNeID to provide people with the ability to interact, look up and perform administrative procedures anytime, anywhere.

The public administration virtual assistant on VNeID is the result of cooperation between the Department of C06 and CMC Corporation. Mr. Le Minh - Technology Director of CMC TS spoke at the ceremony: "We are proud to accompany the Department of Administrative Management of Social Order in developing the Virtual Assistant - an AI solution to support people in performing administrative procedures anytime, anywhere."

The main features of the Virtual Assistant currently include: Looking up administrative procedures at all levels (commune, district, province); Detailed instructions on the process, documents and forms required for each procedure; Answering policies and laws related to local government organizations; Warning about false information and fraud taking advantage of administrative unit arrangements.

According to the report data from the Ministry of Public Security, in just the first week after being put into operation, the Virtual Assistant system recorded nearly 100,000 user interactions. Of which, the negative feedback rate was only 1.8%, meaning 98% of users appreciated the experience and usefulness that the Virtual Assistant brought.

Besides the Virtual Assistant, C06 also announced the "Administrative Handbook" utility on VNeID, with main components including:

- Look up addresses, commune police headquarters, commune committees, commune party committees and the "one-stop" mechanism of public administration.

- Look up the list of administrative procedures at commune, provincial, ministry and ministerial level, including implementation processes and records.

- Look up history of arrangement, import and change of administrative units (old unit - new unit).

- The Commune-level Government Handbook, developed by the Ministry of Home Affairs , serves commune-level cadres and civil servants in implementing the Law on Organization of Local Government 2025 and related documents.

- List of decentralization, delegation of authority and division of authority between ministries, branches and local authorities at commune level.

Although it has only been in operation for a short time, according to the Ministry of Public Security, the handbook has reached more than 67,823 visits and uses, bringing many practical values to people, businesses and state agencies.

Administrative agencies at all levels also benefit from the integration of the handbook and virtual assistant. Officials and civil servants rely on the “hand-holding” instructions in the handbook to perform their duties, saving time and training costs. The handbook also helps shorten the process of guiding people through administrative procedures and handling administrative unit arrangement procedures, while supporting crime prevention and transparency in receiving and serving people.

To improve digital capacity for people, recently C06 has also coordinated with the Central Steering Committee for Digital Transformation to deploy the "Digital Popular Education" platform on VNeID.

Outstanding results in the first phase include: More than 45,000 courses, including 8,740 from Hanoi City Police officers, 16,707 formal courses and 28,534 independent courses. Development of 5 essential learning materials: digital transformation, driving theory, information security, digital competency framework...

According to C06 representative, the platform has helped save 80% of training costs compared to traditional methods. People and officials can study anytime, anywhere via the VNeID application. Issue digital certificates, enhance anti-fraud and effective management.

At the ceremony, C06 and its partners agreed on a number of future development directions such as: Expanding the Virtual Assistant to the provincial, commune, and ward levels, with content and interactive scenarios suitable for local characteristics. Customizing features: calendar reminders, proactive public service suggestions, integrating multi-channel methods (chatbot, voicebot). Developing new learning materials for the "Digital Education for the People" platform and enhancing digital training programs. Promoting propaganda, receiving and handling crime reports via VNeID, contributing to improving the effectiveness of people's supervision.

In parallel with Resolution 57/NQ-TW of the Politburo on science and technology development, innovation and digital transformation, C06 has so far deployed 43 utilities on VNeID, aiming to unify digital experiences for people and businesses. Some outstanding results show that the VNeID application has truly become the "digital key" for people and businesses.

To date, VNeID has integrated 6 groups of electronic documents including 18.7 million driver's licenses, 7 million vehicle registrations, 25 million health insurance cards and electronic health books, 1 million marriage status certificates, 581,793 criminal records. 182,100 digital signatures, 635,769 bank accounts, 68,281 e-wallets have been issued. More than 2.5 million people receive social security benefits through their accounts, with a total amount of more than VND 24,000 billion. 78% of pensioners and social insurance benefits are paid through banks, helping to save about VND 51 billion in travel expenses. More than 20 million citizens have participated in giving opinions on amending the 2013 Constitution through the new utility on VNeID./.
