Tightening emission inspection, millions of motorbikes waiting for the 'operating table'

Vietnam is preparing to implement a mandatory emission inspection policy for motorbikes and cars nationwide, in an effort to control air pollution in major cities.

Implementation roadmap from 2027 to 2030

According to information from the Department of Environment under the Ministry of Agriculture and Environment , the emission inspection roadmap will be implemented in phases. Specifically, the inspection will start in Hanoi and Ho Chi Minh City from July 1, 2027, then expand to centrally-run cities from July 1, 2028 and finally nationwide from July 1, 2030.

Deputy Director of the Department of Environment Ho Kien Trung said that many countries in the world have successfully applied vehicle emission inspection and Vietnam is gradually building a roadmap to implement this content.

Currently, the Department of Environment is consulting the Ministry of Agriculture and Environment before sending it to the Ministry of Justice for appraisal, and then submitting it to the Prime Minister for issuance of an official roadmap.

The emission control policy is expected to contribute to improving air quality in large cities, protecting public health and moving towards a sustainable future. This is also part of Vietnam's strategy to develop green transport and reduce environmental pollution.

The implementation of mandatory emission testing will directly impact millions of vehicle owners nationwide. This is not only a technical requirement but also a social responsibility of every citizen in protecting the environment.

From an economic perspective, the implementation of this policy will create a new service market and promote the development of the vehicle inspection and maintenance industry. Enterprises in this field will have the opportunity to expand their business operations, create more jobs and contribute to economic growth.

Challenges in testing infrastructure

One of the biggest challenges in implementing emission testing is infrastructure. According to statistics, Hanoi currently has about 5.6 million motorbikes, while Ho Chi Minh City has up to 8.5 million. However, the whole country currently has only 282 emission testing centers, of which Hanoi has 31 centers and Ho Chi Minh City has 39 centers.

To solve this problem, the Department of Environment said it will promote the socialization of inspection work through the construction of inspection centers at dealers and maintenance facilities to expand the scale and ensure implementation progress.

During the drafting process, experts proposed many different options. One of the ideas put forward was to implement a "rolling" inspection roadmap, that is, inspect each group of old vehicles, starting with vehicles from 2008 and earlier, then gradually expanding to later models.

However, this option may cause significant limitations. According to the assessment of the Department of Environment, if the inspection method is applied for each group of old vehicles, the implementation process may take up to 7-10 years, leading to stagnation and lack of uniformity in emission control.

The success of this policy will depend on the synchronous coordination between management agencies, businesses and people. Careful preparation of infrastructure, human resources and implementation mechanisms will ensure the implementation process takes place smoothly and effectively.
