Studying specialized medical fields is free of tuition fees.
Decree 238/2025/ND-CP, which has just been issued by the Government, will bring practical benefits to millions of learners across the country. The new policy not only reduces the financial burden on families but also contributes to orienting and encouraging the development of human resources for specific occupations that are in need of human resources.
According to the decree, 14 groups will be exempted from tuition fees. Those who do not have to pay tuition fees are those studying specialized majors that meet the requirements of socio -economic development, national defense and security according to the provisions of the Law on Higher Education.
The new decree has significantly expanded the subjects eligible for tuition exemption and reduction at undergraduate and postgraduate levels.
In particular, for medical majors, postgraduate students with master's, doctoral, level I specialist, level II specialist, resident physician specializing in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases and emergency resuscitation at public educational institutions in the health sector will be exempted from tuition fees.
Postgraduate students with master's, doctoral, level I specialist, level II specialist, and resident physician degrees in psychiatry, pathology, forensic medicine, forensic psychiatry, infectious diseases, and emergency resuscitation at private educational institutions in the health sector will receive tuition support.
In addition, the decree on tuition fees for students studying special programs and projects issued by the Government aims to train high-quality human resources for priority fields.
The Government also continues to apply tuition exemption and reduction policies for other priority groups such as people with disabilities, orphans, ethnic minorities in areas with especially difficult socio-economic conditions, and students selected for admission.
Streamline procedures, ensure policies reach the right people
The Decree also clearly stipulates that from the 2025-2026 school year, students and their families will not need to apply for tuition exemption or reduction.
The review will be done automatically through data mining and comparison from the national population database, along with specialized systems and the national public service portal.
This approach not only helps reduce paperwork, time and effort for people, but also ensures that policies are implemented transparently and effectively, reaching the right beneficiaries right from the beginning of the school year.
The Government has assigned relevant ministries, branches and localities to urgently prepare necessary conditions, especially financial resources, so that the decree can soon come into effect, bringing practical benefits to millions of learners and their families.
Speaking to the press, Director of Bach Mai Hospital Dao Xuan Co shared that this will be an opportunity to attract human resources for a number of specific medical fields such as doctors treating tuberculosis, leprosy, psychiatry, forensic medicine, emergency resuscitation, etc.
"Tuition should be exempted for medical students studying this field and higher levels, thereby attracting human resources for fields that are in great shortage of doctors, such as emergency resuscitation, which was also in great shortage before, but has recently improved," said Mr. Co.
