Ho Chi Minh City: Not required to submit certified copies for procedures that only require copies

The Chairman of the People's Committee of Ho Chi Minh City has just issued a document directing departments, branches and People's Committees of wards, communes and special zones not to request individuals and organizations to submit notarized copies of legal procedures that only require submission of copies.

The Law on Electronic Transactions 2023 and related decrees on identification must be strictly implemented, and authentication must not be required in violation of regulations.

At the same time, it is necessary to review and restructure internal processes and electronic processes on the Provincial Administrative Procedure Information System, ensuring seamless connection and data sharing to reuse data without requiring submission of paper documents when performing 25 administrative procedures that have been provided in a complete, personalized, data-based manner.

With the results of handling new administrative procedures arising from October 1, 2025, it is recommended to digitize, store, and integrate them into VNeID to serve reuse and simplify administrative procedures in accordance with Prime Minister 's Directive No. 24.

By October 1, 2025, in case the departments, branches, People's Committees of wards, communes and special zones do not implement, the City Police will advise the City People's Committee to send the Ministry of Public Security to report to the Prime Minister to consider the responsibility of the head.

The Chairman of the City People's Committee assigned the City Police to preside over and coordinate with the city's departments and branches, the City Digital Transformation Center, the City Public Administration Service Center, the People's Committees of wards, communes, special zones and relevant agencies and units to monitor, urge and guide the implementation of the above contents, integrate the implementation results into the monthly report on the implementation results of Project 06, and send it to the Standing Agency (C06, Ministry of Public Security).

The above direction of the Chairman of the City People's Committee aims to promote the implementation of the tasks of Resolution No. 214 (on the Government 's Action Plan on promoting data creation to serve comprehensive digital transformation) and Project 06 in the coming time.

In December 2025, non-stop toll collection will be implemented at 100% of parking lots in Ho Chi Minh City.

The Chairman of the Ho Chi Minh City People's Committee directed departments, branches, People's Committees of communes, wards, and special zones to urgently deploy the non-stop toll collection model at bus stations and parking lots in urban areas according to regulations.

Ensure 100% deployment at parking lots in the city by December 2025.
