The Department of Finance organized a training conference on finance, budget and accounting regime for newly established communes and wards in Lang Son province.

To ensure that the management of state finance and budget is carried out synchronously, smoothly, effectively and in accordance with legal regulations. From July 14, 2025 to July 15, 2025, the Department of Finance coordinated with MISA Joint Stock Company and related units to organize training on finance, budget and accounting regime for 65 newly established communes and wards in Lang Son province, in order to equip general knowledge on state budget and financial management, and to define the authority of the People's Council at the commune level and the People's Committee at the commune level in managing finance and state budget at the commune level. At the same time, guide the implementation of the new accounting regime applicable to the commune level, ensuring consistency, compliance with regulations, and serving well the management of budget revenue and expenditure, budget allocation, and budget settlement. In order to improve the capacity and expertise of civil servants in charge of finance and accounting at the commune and wards. Promote digital transformation in financial and accounting management in accordance with Resolution No. 57-NQ/TW of the Politburo and digital transformation goals of the Finance sector.

At the training session, there were many opinions exchanged about difficulties in the process of implementing commune budget financial management after the arrangement of 2-level local government and were answered and guided by the Reporters.

Through the training session, the provisions of the State Budget Law 2025 and guiding documents related to decentralization of commune budget management were introduced and updated; the functions, tasks and powers of specialized agencies in charge of budget management of communes and wards were disseminated; at the same time, instructions were given on the handover and receipt of financial resources and state budget after the arrangement and organization of the 2-level local government model, and instructions on the process of preparing, allocating, organizing the implementation of estimates and finalizing the commune-level state budget for civil servants working in the field of finance and budget in communes and wards in the province.
