At the conference, comrade Nguyen Chien Huu - Chief of Office of the Department presented the Report analyzing the results of the 2024 Administrative Reform Index of the Department of Culture, Sports and Tourism . Accordingly, the PAR INDEX of the Department was 64.45 points, an increase of 5.55 points compared to 2023 (58.9 points), ranked 16/16 departments and branches, maintaining the same ranking position in 2024 at 85.97 points, an increase of 0.19 points compared to 2023 (ranked 15/15 Departments). Of which, the appraisal score reached 47.73/77 compared to 2023 (44.95 points), an increase of 5.55 points (in terms of value, it reached 61.9% - a decrease of 2.3% compared to 2023), the sociological investigation score, impact assessment reached 16.72/23 points ( reached 72.7% - an increase of 29.78% compared to 2023). The report also clearly stated the following contents: Reforming the organizational apparatus; Reforming the civil service system; ... at the same time clearly stating the shortcomings and limitations that need to be overcome in the coming time.
Speaking at the conference, Mr. Tran Manh Hung - Director of the Department of Culture, Sports and Tourism emphasized: The PAR Index is an objective measure reflecting the quality of administrative management and administration of the unit. Analyzing the results helps us to correctly recognize the strengths, overcome the limitations, thereby proposing practical solutions to improve and enhance each index, contributing to promoting effective direction and administration to better serve the people and businesses. At the same time, it is an important step in evaluating and gradually screening civil servants and public employees who do not meet the conditions and standards in order to improve the quality of the civil servant and public employee team with sufficient qualifications, political qualities and ethics to perform well the assigned tasks.
The conference also provided time for delegates to discuss, share experiences, and propose solutions to improve scores in each component area, emphasizing the need to strengthen the responsibility of leaders, innovate internal inspection and supervision work, and promote digital transformation.
At the end of the conference, the Department of Culture, Sports and Tourism determined to continue maintaining the contents that the Appraisal Council assessed as having achieved maximum scores; improve and enhance the contents that have not yet achieved scores. Strive for the administrative reform index to increase by at least 3 ranks in 2025 compared to 2024 , contributing to building a modern, professional, effective and efficient administration.
