Reporting at the meeting, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company said that the resettlement areas including Noi Rang, Duy Hai 2, Duy Hai 3, Son Vien (Duy Nghia commune) and the Binh Duong coastal resettlement area (Thang An commune) have a total area of nearly 239.3 hectares. The total approved budget is more than 1.6 trillion VND.
Up to now, the company has cleared more than 135.6 hectares of land and built infrastructure for more than 71.4 hectares; arranged resettlement for 831 households, of which land use right certificates have been issued for 706 lots.
However, due to many factors, the progress of site clearance and resettlement area construction is not guaranteed, affecting investors and households in the project area.
At the meeting, leaders of Duy Nghia and Thang An communes proposed that the city soon direct the acceptance and implementation of technical stops; assign tasks to relevant functional units to receive the handover of the project from Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company so that households in the project area can stabilize their housing, and allow households to repair their degraded houses.
At the same time, resolve the problem of granting land use right certificates to related households and individuals.

Vice Chairman of the City People's Committee Phan Thai Binh assigned the Department of Finance to appraise projects, whether public investment or equitization, to ensure progress, especially projects related to resettlement land.
Specifically, before September 30, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company and the investor must complete the project documents for the Department of Finance to review before October 10, 2025, then report to the City People's Committee.
Regarding compensation for site clearance, the city leaders requested the Department of Finance to immediately arrange funds for payment to households that have compensation plans, with the deadline before October 15, 2025.
The Department of Construction is assigned to preside over the review of all planning for coastal resettlement areas. Planning that is no longer suitable or has not been implemented for more than 10 years must be adjusted to put the land fund into exploitation, avoiding the situation of suspended planning.
