On the morning of September 29, the 16th Congress of the Son La Provincial Party Committee, term 2025-2030, completed the contents according to the program and closed the Congress. The Congress was democratic, frankly focused on discussing and giving opinions on the draft documents of the 14th National Congress of the Party.
The Congress expressed high consensus on the draft documents, affirming that the documents were carefully and meticulously prepared, deeply assessing and analyzing the great achievements after 40 years of renovation. The Congress agreed on the vision and development orientation, key tasks, and strategic breakthroughs during the 14th Party Congress term.
The Congress determined the goals for the 2025-2030 term, the province will strengthen the building of a clean and strong Party and political system; promote the potential, advantages, traditions of solidarity, and cultural identities of ethnic groups; continue to innovate, promote the development of science, technology, and digital transformation. Son La will develop rapidly and sustainably, taking high-tech commodity agriculture and agricultural processing industry as the center, linked with ecological and cultural tourism.
The province improves people's lives; ensures national defense and security; builds Son La into a fairly developed province, the economic and social center of the Northwest sub-region; the agricultural product processing center of the Northern midland and mountainous region; the key tourist center of the Northern midland and mountainous region and the Vietnam-Laos border area.
The Congress agreed on three breakthroughs to focus on in the coming time. In particular, Son La will promote attracting, training and promoting talents, building truly exemplary cadres and leaders at all levels, especially leaders with political courage, sufficient qualities, capacity, new thinking, prestige, equal to the task, with the spirit of "dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties and challenges, dare to act for the common good."
The province prioritizes the development of inter-regional transport infrastructure, creating momentum for socio-economic development; developing agricultural infrastructure, tourism, digital infrastructure, industrial park and cluster infrastructure. The province promotes digital transformation in the political system; building and forming a digital government with a digital service system; smart urban services are deployed widely; the digital economy and digital society develop rapidly and sustainably.
The Congress agreed on 24 main targets in the fields of economy, society, environment and Party building to focus on achieving in the 2025-2030 term. These include: Average growth rate of gross regional domestic product (GRDP) in the 5-year period of 2026-2030 reaching 8%-8.5%/year; GRDP per capita by 2030 reaching over 90 million VND/person.
Total social investment capital for the 5-year period of 2026-2030 will reach about 150,000 billion VND; budget revenue in 2030 will reach 8,000 billion VND; by 2030, the province strives to have about 5,500 operating enterprises; the poverty rate (according to the multidimensional poverty standard for the period of 2026-2030) will decrease by an average of 1.5-2 percentage points/year... Regarding the key tasks in the 2025-2030 term, the Congress determined that the province will continue to build and rectify the Party and the political system to be clean and strong in all aspects; organize the political system apparatus according to a new model that operates smoothly, is close to the people, and serves the people and businesses well.
The province focuses on developing human resources; investing in building synchronous and modern socio-economic infrastructure; promoting regional, inter-provincial connections and major economic centers in the country. Son La focuses on investing in building, renovating and upgrading important traffic routes connecting inter-regions and key points; exploiting the strengths of renewable energy.
The province develops a fast, sustainable, effective, high-quality private economy; develops cooperative economic organizations associated with green economy, circular economy, and knowledge economy.
The province is determined to promote administrative reform and digital transformation, enhance the effectiveness and efficiency of state management, improve the investment environment; build an open, transparent, and equal investment environment, and strongly improve indicators measuring the quality of administrative services.
Son La continues to restructure the agricultural sector; focusing on developing high-tech agriculture, developing clean agriculture, organic agriculture, improving the quality of the province's key agricultural products according to the value chain associated with building, developing and protecting brands.
The province develops tourism into a spearhead economic sector; improves the effectiveness and efficiency of state management in exploiting and using resources; continues to build an advanced culture imbued with national identity; effectively implements the National Target Program on health care, population and development.
The province continues to build a revolutionary, disciplined, elite, and modern People's Army and People's Police force; firmly ensure national security and social security; strengthen foreign affairs and international cooperation... The Congress elected 54 comrades with sufficient qualifications, qualities, capacity, and prestige to participate in the Provincial Party Executive Committee for the 16th term.
At the first meeting, the Provincial Party Executive Committee, term XVI, elected the Provincial Party Standing Committee consisting of 14 comrades. Comrade Hoang Quoc Khanh, Secretary of the Son La Provincial Party Committee, term XV, 2020-2025, was re-elected as Secretary of the Son La Provincial Party Committee, term XVI, 2025-2030.
The Executive Committee of the Son La Provincial Party Committee, term XVI, 2025-2030, elected comrades Lo Minh Hung, Nguyen Dinh Viet, and Cha A Cua to hold the position of Deputy Secretaries of the Provincial Party Committee; elected the Provincial Party Committee's Inspection Committee consisting of 13 comrades; and elected comrade Luong Thi Van Anh, member of the Provincial Party Committee's Standing Committee, to hold the position of Head of the Son La Provincial Party Committee's Inspection Committee.
The Congress elected a delegation of 21 official comrades and 3 alternate comrades to attend the 14th National Congress of the Party.
In his closing speech at the Congress, Son La Provincial Party Secretary Hoang Quoc Khanh emphasized that in order to complete the Congress's goals, the Provincial Party Executive Committee, all levels, sectors, cadres, party members and people of all ethnic groups in the province must have political determination, high consensus in both awareness and action with the aspiration to rise up, overcome difficulties and challenges, exploit the potential and advantages of the locality to soon put the Congress Resolution into life, creating changes and effectiveness in all fields.
Immediately after the Congress, Party organizations must organize well the study and thorough understanding of the Congress Resolution and the documents approved by the Congress so that each cadre, Party member, soldier of the armed forces and people can thoroughly understand the goals, tasks and basic solutions stated in the reports and Resolutions; develop a specific, realistic, timely and feasible action program to implement the Resolution, with many solutions suitable to the practical conditions of each sector, locality and unit./.
