Use cultural institutions effectively, do not organize wasteful festivals indiscriminately

On September 4, information from the Ministry of Culture, Sports and Tourism said that Deputy Minister Trinh Thi Thuy had just signed and issued Official Dispatch No. 3732/BVHTTDL-VHCS to the People's Committees of provinces and centrally-run cities, requesting localities to proactively organize the implementation of contents on strengthening the management of grassroots cultural activities in the locality.

Effective use of grassroots cultural institutions

The Ministry of Culture, Sports and Tourism stated that in recent years, the work of building a grassroots cultural environment has achieved many positive results, cultural activities are increasingly rich and diverse, contributing to moral education and perfecting human personality.

Local authorities have gradually invested in infrastructure and innovated methods of operation for grassroots cultural and sports institutions, contributing to improving the spiritual and physical life of the people. Many new models, good practices, and advanced examples in building a grassroots cultural environment have been promoted and replicated, contributing to the development of an advanced Vietnamese culture imbued with national identity.

In order to continue to effectively promote grassroots cultural activities, the Ministry of Culture, Sports and Tourism requests that People's Committees of provinces and centrally run cities proactively organize the implementation of a number of contents on strengthening the management of this field of activities.

The Ministry of Culture, Sports and Tourism requests localities to complete the goals of building grassroots cultural and sports institutions as stipulated in Decision No. 2164/QD-TTg dated November 11, 2013 of the Prime Minister approving the Master Plan for developing the grassroots cultural and sports institutions system for the 2013-2020 period, with a vision to 2030.

Issue mechanisms and policies on socialization to mobilize legal resources from domestic and foreign organizations and individuals to build and organize the activities of cultural and sports institutions at all levels, especially cultural and sports institutions at commune and village levels, entertainment areas, cultural and sports centers in industrial parks and export processing zones; specific policies on operating norms and expenditure levels for cultural, artistic and mobile propaganda activities under the authority of localities according to regulations.

In particular, the Ministry of Culture, Sports and Tourism recommends that localities proactively take measures to effectively use grassroots cultural and sports institutions, and overcome the situation where local cultural and sports institutions have been invested in facilities but have not been used to organize activities, or have not fully utilized their functions for cultural and sports activities to serve the people.

Do not organize festivals indiscriminately, causing waste

The Ministry of Culture, Sports and Tourism requests localities to continue to strengthen state management of festivals; requires festival organizing committees to strictly implement legal regulations, in order to organize festivals in an orderly, safe, economical manner, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of the locality. Do not organize festivals indiscriminately, causing waste of time and money of the people, society and the State.

In addition, it is necessary to step up propaganda, raise awareness and responsibility of all levels, sectors, people and tourists in strictly implementing regulations and rules on festival organization; not burning votive papers and votive paper, causing waste, affecting the environment and fire prevention and fighting.

Directing to strengthen inspection, examination and supervision before, during and after the organization of festivals; promptly prevent and strictly handle violations in festival activities, especially acts of taking advantage of relics, festivals and beliefs for personal gain, superstitious activities and gambling.

Management of karaoke and disco business operations

The Ministry of Culture, Sports and Tourism requested the People's Committees of provinces and cities to continue directing the effective implementation of regulations on karaoke and discotheque business in Decree No. 54/2019/ND-CP and related legal documents on security, order, fire prevention, fire fighting and rescue.

Directing competent authorities to closely coordinate in controlling and assessing business conditions according to the provisions of law before granting a License to operate karaoke services and discotheque services. Based on the actual situation in the locality, promulgate a Coordination Regulation, strengthen the interdisciplinary inspection team, promptly handle establishments that violate regulations on fire prevention and fighting, security and order and other legal provisions related to karaoke and discotheque services.

Using the Party flag, national flag, and national emblem ensures solemnity and dignity.

Regarding the use of Party flags, national flags, and national emblems in propaganda and promotion work on holidays and anniversaries, the Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and cities to direct the use of Party flags according to Instruction No. 105-HD/BTGTW dated May 29, 2023 of the Central Propaganda Department guiding the implementation of the Secretariat's Regulations on the flag of the Communist Party of Vietnam and the use of Party flags.

Instructions on the use of the National Flag and National Emblem according to Instruction No. 3420/HD-BVHTTDL dated October 2, 2012 of the Ministry of Culture, Sports and Tourism on the use of the National Flag, National Emblem, National Anthem, and portrait of President Ho Chi Minh.

Propaganda, mobilization, guidance; implementation of solutions to manage the use of images of the National Flag and National Emblem in localities, ensuring solemnity, dignity, and compliance with legal regulations.

Strengthen inspection of the use and misuse of the National Flag and National Emblem in localities. Require organizations and individuals to recall and replace Party flags, National Flags, and National Emblems that are not in accordance with regulations, damaged, or discolored.
