Accordingly, after receiving the complaint from Ms. VTL (residing in Hoa Xuan ward), the People's Committee of Hoa Xuan ward went to her house to verify and work. Here, Ms. L. said that the above amount of noodles was purchased at the NTP retail household located on Phan Van Dang street, Hoa Xuan ward.

Through working, Ms. NTP said that the above amount of noodles was taken from the HM business household owned by Mr. H. at Tran Van Can street (Hoa Xuan ward).

The working group of Hoa Xuan Ward People's Committee continued to work with Mr. H. and he confirmed that the above amount of vermicelli was supplied to Ms. NTP for retail on July 6, 2025.

During a field inspection at Mr. H.'s vermicelli production facility, the working group determined that the HM business household certificate was under his name. In particular, the certificate of food safety eligibility had expired (valid until January 25, 2025).

The working group took samples of the red noodles as reported and sent them for testing; at the same time, they requested Mr. H's business to temporarily stop producing noodles until the test results were available.

Before that, at around 9:00 a.m. on July 6, Ms. VTL's family went to Hoa Chau market to buy 15,000 VND worth of fresh noodles for the whole family to eat.

The family then set aside a portion of the noodles for their son, in a plastic basket and placed it in a cool, dry place; by 9 p.m. the same day, the noodles had turned pink. The next morning, the noodles had turned a darker pink. When the noodles were dipped in boiling water, the water also turned pink.
