Temporarily stop investment projects to build headquarters

All new construction, repair, renovation and upgrading projects of working headquarters that are in the investment preparation stage such as requesting policy, establishing design to be implemented after basic design or have been bid, signed contract but not yet constructed will temporarily stop implementing the next investment procedures.

Implementing the direction of the Chairman of the Ho Chi Minh City People's Committee on temporarily suspending the implementation of works and projects during the process of rearranging and reorganizing the political system apparatus according to Conclusion No. 126-KL/TW and 127-KL/TW of the Politburo and the Secretariat, the Ho Chi Minh City Department of Construction has just issued a document instructing relevant units to strictly implement this direction.

Accordingly, all new construction, repair, renovation and upgrading projects of working headquarters that are in the investment preparation stage such as requesting policy, establishing design to be implemented after basic design or have been bid, signed contract but not yet constructed will temporarily stop implementing the next investment procedures.

After completing the arrangement and reorganization of the apparatus, investors are responsible for reviewing the need for investment, determining the new uses of the project, coordinating with the beneficiary unit to propose an optimal treatment plan, ensuring efficiency, saving budget and avoiding waste.

The Ho Chi Minh City Department of Construction requested the People's Committees of wards and communes to coordinate with investors to review investment needs and assess the necessity of temporarily suspended headquarters projects in accordance with the direction of the Ho Chi Minh City People's Committee.

Based on the review results, the units will implement in two directions: For projects that no longer require investment, the Investor will report to the competent authority to stop the investment policy according to the provisions of Article 15 of Decree No. 85/2025/ND-CP dated April 8, 2025 of the Government detailing the implementation of a number of articles of the Law on Public Investment.

For projects that need to be continued, the investor shall, based on the new usage function, coordinate with the beneficiary unit to propose appropriate handling methods, develop optimal investment plans, and submit to competent authorities to adjust the investment policy, design, and project scale to ensure effective use and budget savings.

This directive is a necessary step to synchronize the political apparatus with administrative infrastructure, ensuring the reasonable use of the state budget, avoiding duplication and waste in public investment during the period of restructuring the organizational structure of governments at all levels.
