Strengthening coordination of electricity meter verification activities

According to the provisions of Article 21 of the Law on Measurement dated November 11, 2011 and Circular No. 23/2013/TT-BKHCN dated September 26, 2013 of the Minister of Science and Technology regulating the measurement of electric meters, electric meters are devices that must be inspected and verified. Therefore, verification inspection is a form of periodic inspection applied to electric meters by an inspection organization assigned by the General Department of Standards, Metrology and Quality.

Electricity meter is a measuring device that needs to be verified to create objective independence. The verification organization is responsible for reporting the technical status of the measuring device so that the management agency can grasp the changes and whether the measuring device affects the interests of consumers or not.

According to the report of the Technical Center for Standards, Metrology and Quality of Quang Tri province, after 2 years of implementing cross-check inspection according to Decision No. 809/QD-TDC dated May 12, 2022 of the General Department of Standards, Metrology and Quality on cross-check inspection of electricity meters in Quang Tri province in the period of 2022-2024, at Quang Tri Electricity Company (PC Quang Tri), cross-check inspection has been carried out on 6,398 electricity meters. The average cross-check inspection rate of electricity meters over 2 years of implementation reached 11.88% compared to the designated rate of 10% and ensured compliance with regulations according to Decision No. 809/QD-TDC dated May 12, 2022 of the General Department of Standards, Metrology and Quality on cross-check inspection of electricity meters in Quang Tri province.

As for PC Quang Tri, according to the original plan to reduce the volume of periodic inspection in 2024, in 2023 PC Quang Tri will periodically replace 24,945 1p electronic meters due for inspection in 2024.

However, in 2023, the power companies must focus their human resources on re-signing electronic contracts and moving the meter reading date to the end of the month. Therefore, in 2023, only 7,758 meters were periodically replaced in advance, so the actual number of 1p electronic meters replaced periodically in 2023 was not the same as the original planned number, but only 27,678; the rate of meters inspected and compared with the actual number in 2023 was 12.26%.

The cross-checking was carried out independently, objectively, responsibly, accurately according to measurement standards, ensuring the rights of consumers. The cross-checking has shown PC Quang Tri's awareness of compliance with the law on measurement.

For electricity meters, instead of a technical organization that has previously inspected, another independent inspection organization will come to periodically inspect to avoid the case where the inspection unit and the inspected object will coordinate to correct (allowable error) the deviation of the measuring device in a direction that is unfavorable or favorable to one party.

This is also the basic method to compare and control inspection activities, strengthen inspection work and reduce inspection costs. In addition, according to this regulation, business activities and inspection activities of measuring instruments must be separated, especially the control inspection and inspection activities of measurement to ensure independence and objectivity.

To implement the plan to conduct cross-check inspection of measuring instruments in the period of 2024-2027, based on the number of measuring instruments due for periodic inspection in 2024-2027, PC Quang Tri proposed the rate of electric meters undergoing cross-check inspection to be 10% of the total number of electric meters undergoing annual periodic inspection, including 13,559 electronic single-phase AC electric meters and 1,425 electronic three-phase AC electric meters with one price list.

The two sides agreed on the types and quantity of electricity meter measuring devices that must be inspected in the 2024-2026 period; agreed on the price for inspection and the method of receiving measuring devices during the inspection in the coming time.

With the synchronous coordination between PC Quang Tri and the Technical Center for Standards, Metrology and Quality of Quang Tri province in completing the plan for verifying and verifying electric meters, it shows that the enterprise is aware of complying with the provisions of the law on measurement.

On the other hand, it also creates a mindset towards objectivity and transparency for widely used electricity meters, ensuring customers' rights and satisfactorily and harmoniously resolving the relationship between businesses and electricity customers.
