Creating resources to develop party members among students

Developing party members among students is important, aiming to strengthen the "youth" of the Party, create a source of successor cadres, and ensure a continuous and steady transition between generations of cadres and party members.

Ensuring the succession and development of the Party

During the process of leading the revolution, our Party has always paid deep attention to building the contingent of Party members and the work of developing Party members, considering it a fundamental, regular task, a matter of law in the work of Party building. Performing these tasks well is to ensure that the Party constantly improves its fighting strength, leadership capacity, and is capable of fulfilling the glorious historical mission of the working class and the nation. Students are the intellectual and elite part of the youth, the crystallization of many talents and creativity, a source of labor with high education and expertise, and will become intellectuals of the country. The Party and the State always put their trust in the force of students and pupils, who will be the force to succeed and promote resources, and a force with qualities that meet the requirements of the cause of industrialization and modernization of the country. Therefore, developing student Party members to increase the quantity and quality of the contingent of Party members is an objective requirement. Directive 34 of the Politburo emphasized: "The task of developing party members in universities, colleges, professional and vocational high schools is very necessary, therefore, the Party committees of schools need to do a good job of creating sources for party member development, increasing the rate of party members among young teachers and students."

From that meaning, the training and admission of Party members among students is a particularly important, regular and regular task in Party building work, contributing to the development and strengthening of the Party, improving the quality, leadership capacity and fighting strength of the Party organization and the Party members, ensuring the inheritance and development of the Party. Currently, Binh Thuan province has 1 university with about 1,800 students, 1 college with more than 2,700 students and 28 high schools with more than 38,000 students. The awareness of developing Party members among students in universities, colleges and high schools is important and extremely necessary, so every year each Party committee and organization from the province to the grassroots seriously develops a plan and determines specific targets for admitting new Party members in line with the characteristics and situation of the locality, agency and unit. Each school party cell has a plan to source, train, guide, and assign tasks to help outstanding people. The leaders of the Youth Union, the Vietnam Youth Union, and the Student Association, through emulation movements and campaigns, discover positive factors with achievements, exemplary models, and prestige to train and create conditions for them to become party members.

Ensure compliance with standards, principles and regulations of the Party Charter

The purpose of developing party members among students is to discover and nurture outstanding and outstanding masses to be admitted to the party, then continue to nurture and train them to become young cadres who are "both red and professional". Therefore, the requirement for this policy is that admission must ensure the correct standards, principles and regulations of the Party Charter, in accordance with the actual situation of the school, not chasing after quantity but neglecting quality. To develop party members among students with high quality requires focusing on raising awareness, responsibility and attention of Party committees at all levels, schools, teachers, agencies and organizations for the work of developing party members among students. Seriously grasp and implement the resolutions, directives, regulations and guidelines of the Central Committee, proactively issue specific documents and focus on leadership, direction, work of creating sources and developing party members.

The subordinate Party Committees, the Party Committees of universities, colleges, vocational secondary schools, and high schools need to pay more attention to building specialized resolutions, proposing plans, tasks, and practical and specific solutions to successfully implement the targets on developing Party members among students. Focus on consolidating, perfecting, and improving the quality of Party cell activities, taking care to create favorable conditions for Youth Union and Association organizations to operate effectively in order to attract, gather, educate , and mobilize union members, association members, and students to learn about the Party and actively strive to become Party members. Political and social organizations in schools promote propaganda, education, and training of union members and association members to strive to join the Party. Through activities and emulation movements, select outstanding union members among students to introduce to Party organizations for consideration and admission.

Developing good party members among students will supplement the Party with a force of young, educated, highly knowledgeable, and ambitious party members, and at the same time be a source of young cadres for local Party committees and authorities and agencies and units, contributing to improving the leadership capacity and fighting strength of the Party organization, and improving the effectiveness and efficiency of the political system.
