Focus on removing obstacles and promoting the implementation of Project 06 in Ha Tinh

Implementing the Prime Minister's direction on removing "bottlenecks" in implementing Decision No. 06/QD-TTg dated January 6, 2022, the Chairman of the People's Committee of Ha Tinh province requested departments, branches, sectors and localities to resolutely and effectively implement related contents.

Regarding institutions , the Chairman of the Provincial People's Committee assigned the directors of provincial departments, branches and sectors to base on the decisions to promulgate administrative procedures (TTHC) of relevant ministries and branches according to sectors and fields (provincial, district and communal levels) to promptly advise the Chairman of the Provincial People's Committee to promulgate, update and publicize these TTHC on the National Database on TTHC in accordance with regulations; at the same time, complete the restructuring and professional processes of TTHC under their authority and recommend competent authorities to amend and simplify related TTHC and documents. Perform this task regularly and promptly right after the Ministry or sector issues the promulgation decision.

Colonel Nguyen Hong Phong - Director of the Provincial Police Department inspected and encouraged officers and soldiers to complete the "sprint" of installing, activating and using electronic identification accounts for people in Loc Ha district.

The Department of Finance shall preside over and coordinate with the Department of Information and Communications and relevant agencies and units to urgently review and advise the Provincial People's Committee to submit to the Provincial People's Council at the mid-year meeting of 2023 to consider and approve the policy of exemption and reduction of fees and charges for performing administrative procedures under the authority of the Provincial People's Council to encourage people and businesses to submit documents to resolve administrative procedures online remotely.

The Department of Labor, Invalids and Social Affairs is assigned to urgently complete the review and advise the Provincial People's Committee to submit to the Provincial People's Council at the mid-year session of 2023 to consider amending and supplementing Resolution No. 72/2022/NQ-HDND dated July 15, 2022 of the Provincial People's Council stipulating a number of poverty reduction policies and ensuring social security in Ha Tinh province for the period 2022-2025, which has regulations related to the submission and presentation of paper Household Registration Books and paper Temporary Residence Books according to the provisions of the Law on Residence.

Regarding online public services , the directors of departments, heads of provincial-level branches and sectors are assigned to continue to focus on reviewing and proposing the conversion of the process of implementing online public services and administrative procedures for administrative procedures under their management authority from traditional methods to implementation in the electronic environment; continue to standardize and restructure business processes, develop electronic forms to advise the Chairman of the Provincial People's Committee to issue a decision to announce the list of administrative procedures eligible to deploy full-process online public services; complete and report to the Provincial People's Committee (send to the Department of Information and Communications before June 31, 2023; the Department of Information and Communications synthesizes and completes and submits to the Provincial People's Committee before July 10, 2023 with a draft decision to announce the list of administrative procedures eligible to deploy full-process online public services).

Continue to proactively review, evaluate and inspect the situation of 53 essential public services in Project 06 and Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister under its management authority and coordinate with the Department of Information and Communications to evaluate all online public services provided on the National Public Service Portal and the Provincial Online Public Service Information Portal System. From there, select and propose practical public services with high frequency of use, closely linked to the daily needs of people and businesses, with conditions to provide full-process online public services, and move towards providing administrative procedure applications for people and businesses to interact effectively with the government; to be completed before July 15, 2023. Regarding digitalization and data standardization

Assign directors of departments, heads of provincial-level departments and branches; chairmen of People's Committees of districts, cities and towns; chairmen of People's Committees of communes, wards and towns to invest in equipment, focus resources on accelerating the digitization of records and results of administrative procedure settlement; strictly implement digital signatures, sending and receiving documents and processing work records in the electronic environment at all levels of government. Digitize records and results of administrative procedure settlement to enrich the data warehouse, creating favorable conditions for people and businesses not to have to re-provide information and data that are already available/stored on the system. Continue to advise on the connection and interconnection between specialized databases and the Provincial Administrative Procedure Settlement Information System to ensure synchronization, substance and efficiency.

The Department of Information and Communications shall preside over and coordinate the implementation of the review, assessment, and guidance of agencies and units in the process of implementing the above tasks. Direct relevant agencies and units to complete and upgrade the Electronic Data Management Warehouse of organizations and individuals to store and reuse electronic documents; to be completed before September 15, 2023.

Ha Tinh police went to the grassroots to guide people to install and activate the electronic identification application.

Regarding information technology infrastructure , the Department of Information and Communications shall preside over and coordinate with the Provincial People's Committee Office, the Provincial Police and relevant agencies and units to urgently review and evaluate the overall information technology infrastructure, information systems, databases, safety and information security of the province according to the Guiding Document No. 1552/BTTTT-THH dated April 26, 2022 of the Ministry of Information and Communications . Ensure information technology infrastructure solutions to serve the implementation of Project 06 and digital transformation.

Regarding the requirements for using information technology , the Department of Home Affairs shall preside over and coordinate with the Department of Information and Communications to review the specific training needs on information technology skills and expertise of officials, civil servants and public employees. From there, develop a training, coaching and fostering plan to improve professional expertise in line with the requirements of digital transformation to ensure quality and efficiency; to be completed before June 25, 2023.

Regarding implementation resources , the Department of Planning and Investment is assigned to preside over and coordinate with agencies, units and localities to review and synthesize public investment capital needs to carry out the tasks of Project 06 and digital transformation; promptly synthesize and report to the Provincial People's Committee for consideration and handling according to regulations. The Department of Finance is assigned to advise the Provincial People's Committee to prioritize the allocation of regular expenditures for the implementation of Project 06 and digital transformation according to the provisions of the State Budget Law and guiding documents, especially for the hiring of information technology services, to avoid the situation of cutting funding or including it in the total regular expenses of agencies, units and localities, affecting the overall progress of digital transformation.

Regarding propaganda work , the Department of Information and Communications shall preside over and coordinate with relevant units to promote propaganda work on the contents of Project 06. Direct the Provincial Electronic Information Portal, central agencies and press agencies residing in the area and local newspapers to promote propaganda on the contents of Project 06 in the press, on the internet, on radio and television systems... The Department of Culture, Sports and Tourism shall preside over and coordinate with the Provincial Police to promote propaganda forms on Project 06 on LED screens and outdoor billboards to create consensus and support from people and businesses.

The Provincial Police (the Standing Agency of Project 06 of the province) presides over and coordinates with relevant agencies and units to continue to promote the authentication, integration, and display of personal information and documents on the VnelD application, speeding up the replacement of the provision of personal documents in transactions and administrative procedures. Continue to direct and strengthen the propaganda of Project 06 effectively and practically; promote the construction, updating, connection, and interconnection of digital platforms, National Databases, and Specialized Databases in a synchronous, practical, and effective manner. Monitor and urge agencies, units, and localities to deploy the tasks of Project 06 in the province, ensuring progress according to the requirements of ministries and branches. Preside over and coordinate with the Department of Information and Communications, the Office of the Provincial People's Committee to urge, monitor, inspect, and guide agencies, units, and localities to implement the above contents; summarize the contents of difficulties that need to be resolved. In case of exceeding authority, the staff shall report to the Working Group of Project 06 provinces for consideration and decision.
