Over the past few days, the armed forces, police of Hai Duong province and units of Military Region 3 have not been afraid of difficulties, hardships and dangers to help local people overcome the consequences of storms and floods. Through concrete and practical actions, the officers and soldiers have further highlighted the noble qualities of Uncle Ho's soldiers and the people's police.

At exactly 11:00 a.m. on September 11, hundreds of officers and soldiers of the Provincial Military Command, Engineering Brigade 513 (Military Region 3) received an alert order to reinforce support for Ha Thanh commune (Tu Ky) to build a dike to prevent floods and move people living outside the Luoc River dike to safety.

After more than an hour, the force arrived at the locality. Ha Thanh commune, which is the “water belly” of the district, is located in a low-lying area, and the prolonged rain caused the roads in the commune to be flooded, making the rescue work even more difficult. Regardless of the hardship, the army and police force braved the rain to carry the elderly and hold the children to quickly move to a safe evacuation site.

Outside the dike, each soldier had a task: some put soil in bags, some carried it, and another group soaked themselves in water to drive piles to reinforce the weak dike section. Witnessing the force working for 10 hours straight, we could feel their hard work and high sense of responsibility.

As a unit stationed in the province, the 513th Engineer Brigade mobilized many officers, soldiers and vehicles to support local Party committees and authorities to overcome the consequences, leaving a good impression and sentiment in the hearts of the people.

With the motto of "saving people first, property later", determined not to let people be homeless, hungry, or cold, up to now, officers and soldiers of the unit have helped repair dozens of houses, schools, and public works with blown-off roofs and collapsed walls, and rescued dozens of hectares of crops from flooding.

Heavy rain and strong winds caused the roof of Mr. Nguyen Quang Khue's family's corrugated iron house in An Sinh ward (Kinh Mon town) to be blown off and severely damaged. Upon receiving the information, Battalion 3 of the 513th Engineer Brigade, which was on duty to construct a national defense project in Kinh Mon town, sent 15 officers and soldiers to help Mr. Khue's family re-roof their house.

According to the Provincial Military Command, more than 1,700 officers and soldiers of the 12th Corps, Brigade 490 (Ministry of National Defense) and units of Military Region 3 including: Military School of Military Region 3, Infantry Regiment 2, Division 395, Engineer Brigade 513, Air Defense Brigade 214, Armored Brigade 405, Artillery Brigade 454 have been reinforced to support Hai Duong to overcome the consequences caused by storms and floods.

Promoting the core role, taking the lead in natural disaster prevention, search and rescue, officers and soldiers of the armed forces of Hai Duong province, regardless of difficulties and hardships, are always present as soon as possible, promptly helping local Party committees, authorities and people overcome the consequences of storm No. 3.

In recent days, many trees on the roads in localities in the province have been broken and fallen after the storm, causing traffic obstruction. The Provincial Military Command has directed hundreds of officers and soldiers of the militia and self-defense force under the Provincial Military Command and the District Military Command to participate in trimming, cleaning, transporting fallen trees, and cleaning up.

The Hai Duong Provincial Military Command has mobilized 800 officers and soldiers and nearly 7,000 militiamen; 60 cars, 18 excavators, 15 boats and many other vehicles and equipment to participate in flood prevention.

Because all localities in the province were affected by storm No. 3, the Hai Duong Provincial Military Command directed the promotion of the role of local forces, especially the militia and self-defense forces of communes, wards and towns, to coordinate with the main force to participate in overcoming the consequences in the locality.

The timely handling of dike incidents in various parts of the province was thanks to the important contributions of Uncle Ho's soldiers. The active and timely participation of officers and soldiers in the past few days has significantly contributed to reducing damage, helping people's lives stabilize and gradually return to normal.

Hiep Cat commune is a key area for flooding in Nam Sach district, especially in Lau Khe village outside the Thai Binh river dike. In order to minimize the damage caused by storms and floods, Nam Sach district police force has proactively advised and coordinated with the Party Committee, government, departments, branches, organizations and people to seriously and effectively implement storm and flood prevention work. Police officers and soldiers stick to the area, grasp each household and each person to coordinate propaganda and mobilize people to evacuate to safe areas.

On September 10 and 11, when floodwaters began to rise and cause inundation, the police force, regardless of the difficulties and hardships, worked with other forces to evacuate people and property of the people of Lau Khe village to a safe place.

During the complicated days of floods, there were cases where people were lucky enough to escape the "grim reaper" thanks to the support of police officers and soldiers in the province. A typical case is the case of Hoang Bao C. (4 years old in Tinh Thuy commune, An Duong district, Hai Phong city) who escaped a drowning accident thanks to Major Tran Hai Duong who discovered, gave first aid and promptly took C. to the emergency room. "Around noon on September 12, while patrolling to check the flood and storm prevention dyke system on the river in the area, I discovered a child drowning in the Nai lagoon area. Without hesitation, I quickly approached and brought the child to shore," Major Tran Hai Duong, Chief of Tam Ky Commune Police (Kim Thanh) emotionally shared.

On the afternoon of September 7, when storm No. 3 passed through the province, the Thai Thinh Commune Police (Kinh Mon) was patrolling the area when they received a distress message from Ms. Vu Thi T. (born in 1968, residing in Tong Buong residential area). Ms. T. was seriously injured because the wall of her house collapsed on her. Upon receiving the information, despite heavy rain and strong winds, Thai Thinh Ward Police officers quickly arrived and coordinated to take her to the Hai Duong Provincial General Hospital for emergency treatment. Ms. T. has 3 children but all work far away. Currently, her health is stable.

Along with the actions to help specific cases, in recent days, police officers and soldiers in the province have done many things, contributing to the prevention of storms and floods, contributing to the protection of property, health and lives of the people. The provincial police have mobilized over 2,600 officers and soldiers to directly participate in the task of flood and storm prevention and overcoming the consequences of storm No. 3.

On the afternoon of September 11, the Provincial Police also launched a campaign to give one day's salary to people affected by storm No. 3. The Youth Unions and Women's Unions of the police at all levels in the province have been proactively contacting and arranging union members to go to the field to directly help people clean up collapsed greenhouses and net houses, and at the same time support the transportation and harvesting of crops... The police force in the province has also strengthened its grasp of the situation, strictly handling dozens of cases of spreading false information about the flood situation on social networks, contributing to stabilizing people's thoughts, helping people stay calm and proactively prevent natural disasters.

In the past few days, many other people in Hai Duong who have encountered difficulties and hardships have been supported and helped by police officers and soldiers. Many people who have been helped have sent letters and words of thanks filled with the love between the army and the people.
