The draft Law amending and supplementing a number of articles of 10 laws related to security and order, consisting of 12 articles, focuses on amending and supplementing contents affected by the results of the reorganization of the State apparatus and local authorities at two levels as prescribed in the Law on Security Guards; Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Law on Exit and Entry of Vietnamese Citizens; Law on Residence; Law on Identification; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Road Traffic Order and Safety; Law on Roads; Law on Management and Use of Weapons, Explosives and Supporting Tools; Law on Fire Prevention, Fire Fighting and Rescue.
At the meeting, the majority of delegates agreed with the necessity of promulgating the law, and assessed that the draft law dossier was in accordance with legal regulations and qualified to be submitted to the National Assembly Standing Committee for consideration and comments, and submitted to the National Assembly at the 10th Session.
Some opinions say that the draft law has ensured constitutionality and basically ensured consistency with the legal system. However, the content of the draft law is related to 10 specialized laws that need to be amended and supplemented, focusing on amending the content related to the arrangement of the apparatus and the two-level local government. Therefore, it is recommended to carefully review the provisions of the draft law to ensure consistency in technical documents after merging with the amended and supplemented laws.

In the preliminary review of the draft Law on Protection of State Secrets (amended), the Standing Committee of the National Defense and Security Committee assessed that the provisions of the draft law were basically built on the basis of inheriting the relevant provisions of the 2018 Law on Protection of State Secrets, with additions and amendments to the provisions that have been summarized and evaluated, ensuring feasibility.
The Standing Committee of the National Defense and Security Committee basically agreed with the provisions on prohibited acts in protecting State secrets in Article 5, and added Clause 10 on the prohibition of using artificial intelligence systems to violate State secrets. In addition, it is recommended that the Government continue to review specific regulations to revise and perfect the draft law to ensure consistency in the legal system and feasibility.

Speaking at the meeting, Senior Lieutenant General Tran Quang Phuong highly appreciated the drafting agency for promoting the spirit of innovation in law-making, and at the same time requested relevant agencies to promote their responsibilities and discuss together to remove existing obstacles. The law-drafting agency needs to absorb comments from delegates, ministries and branches, and do a good job of examination and evaluation.
Senior Lieutenant General Tran Quang Phuong emphasized that upcoming draft laws must ensure consistency with the organizational apparatus, decentralization, and thorough decentralization, reduce administrative procedures, reduce compliance costs, remove practical bottlenecks, and institutionalize new viewpoints of strategic resolutions, while ensuring human rights and civil rights.
