On April 5, in Son La province, the Central Inspection Commission held a conference to review the inspection and supervision work of the first quarter of 2024 for units under the Department of Localities II. Comrades: Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission; Pham Duc Tien, member of the Central Inspection Commission and Nguyen Huu Dong, member of the Party Central Committee, Secretary of the Son La Provincial Party Committee chaired the conference.

According to the report at the Conference, the Central Inspection Commission assigned the Department of Localities II to monitor 23 units including 07 provincial Party Committees and 16 units, including 2 Party Committees, 4 Party Executive Committees, 8 Party Committees, and 2 Party delegations directly under the Central Committee.
In the past time, under the leadership, direction and guidance of the Central Inspection Commission and Party committees at all levels, Party Executive Committees, Party delegations, and Party committees, the inspection and supervision work in units has developed and implemented programs and work plans for 2024, contributing to the effective implementation of political goals and tasks, Party building work, socio-economic development, and maintaining political stability in localities and units.
In the first quarter of 2024, units proactively implemented the 2024 inspection and supervision program and plan according to schedule; the Party Committees of the Provincial Party Committees proactively followed the program and plan, organized the implementation of tasks in a fairly synchronous manner; the work of inspection, supervision, enforcement of party discipline, and the work of building the Inspection Sector received attention and focus from Party Committees at all levels; the propaganda about the Party's inspection and supervision work was carried out more effectively.
Also in the first quarter of 2024, Department II of Localities is conducting 02 inspections when there are signs of violations against 02 party organizations; 01 inspection of the implementation of inspection, supervision and disciplinary enforcement tasks within the Party; inspecting party finances with the Provincial Party Standing Committee and the declaration of assets and income of the Standing Committee members of the Provincial Party Committee; advising and proposing to the Central Inspection Commission to handle 15 petitions, recommendations, reflections, denunciations and complaints.
Department of Localities II advises the Central Inspection Committee to consider and propose disciplinary action in the form of expulsion from the Party for 03 cadres under the Central management in Vinh Phuc province; advises on personnel appraisal for the Party Committee and the Lai Chau Provincial Party Committee's Inspection Committee for 06 comrades; plans for cadres under the Central management in Quang Ninh and Phu Tho provinces...
The Department of Localities II regularly urges units to implement the conclusions and directives of the Central Inspection Commission. Up to now, the units have basically implemented and reported the results of the implementation of the Inspection and Supervision Conclusions to the Central Inspection Commission. However, there are still some units that are slow in implementing, especially the implementation of the Central Inspection Commission's direction on inspecting the implementation of projects and packages implemented by AIC International Technology Joint Stock Company and the AIC ecosystem; 01 unit is being inspected for not strictly following the direction of the Central Inspection Commission. There are 10 units that the Central Inspection Commission assigned to conduct self-inspections. Up to now, 7/10 units have completed the implementation, announced the conclusions and reported the results of handling violating organizations and individuals to the Central Inspection Commission; 03 units have not yet completed the implementation.
According to the report, 23 units under the scope of the Department of Localities II have basically developed and issued the 2024 Inspection and Supervision Program; strictly implemented the conclusions and directives of the Central Inspection Commission. However, in the first quarter, 8 units were not proactive and did not actively carry out inspections and supervisions; 01 unit has not completed the inspection and conclusion of violations related to projects/bid packages implemented by AIC; 2 units have not considered responsibilities and disciplined party organizations and party members with violations related to the implementation of projects/bid packages implemented by AIC...

Concluding the Conference, comrade Nghiem Phu Cuong, Deputy Head of the Central Inspection Commission, highly appreciated the seriousness and receptiveness of localities and units under the Department of Localities II in carrying out inspection and supervision work; requested localities and units to seriously acknowledge the existing problems, limitations and shortcomings to overcome them in the coming time.
Emphasizing the directions and tasks in the second quarter of 2024, the Deputy Head of the Central Inspection Commission requested localities and units to proactively overcome the shortcomings and limitations mentioned in the first quarter of 2024, to implement with quality and efficiency in accordance with the issued inspection and supervision work program; strictly comply with regulations on performing regular supervision tasks, reporting regime, meeting invitations, and sending documents as prescribed.
The Deputy Head of the Central Inspection Commission suggested focusing on proactively detecting and promptly inspecting party organizations and party members when there are signs of violations in areas prone to corruption and negativity, prominent and pressing issues in society, internal disunity, and public concern, especially signs of degradation of political ideology, ethics, lifestyle, "self-evolution, self-transformation", lack of concentration and democracy within the party, violations in specialized fields, and closed-off activities.
Comrade Nghiem Phu Cuong requested to properly implement the coordination regulations between the Inspection Committee and inspection, audit, investigation, prosecution and trial agencies in the work of inspection, supervision and prevention of corruption and negativity. Focus on directing the implementation of inspection and handling of violations related to projects and bidding packages implemented by AIC, complete the inspection, handling and report to the Central Inspection Committee in April 2024.
At the same time, continue to advise the Party Committee to promptly complete the number of Inspection Committees and organize the apparatus of Inspection Committees at all levels; coordinate with the Party Committee to rotate inspection staff to work in sectors and at all levels; well implement the regimes and policies, create favorable conditions for inspection staff to complete their assigned tasks. Grasp the situation, especially the situation of petitions and denunciations; promptly handle and resolve within the right authority, according to procedures and regulations.../.
