Thanks to the drastic participation of local authorities at two levels and the consensus and support of the people, Hue is gradually affirming its new position, both preserving its unique cultural identity and creating growth momentum in the new development stage.
Modernize administration, preserve identity
Immediately after officially becoming a centrally-run city, Hue took the first steps to reorganize and perfect the administrative apparatus to meet the requirements of the two-level local government model. Secretary of the City Party Committee and Chairman of the Hue City People's Committee Nguyen Van Phuong said that the city focused on comprehensively reviewing the functions, tasks, powers and organizational structure of specialized agencies and affiliated departments to promptly adjust and streamline, while at the same time being suitable for the characteristics of a heritage, cultural, ecological, landscape and environmentally friendly urban area.
The city has issued a master plan to reorganize and consolidate the apparatus for the period 2025-2030, focusing on reducing overlapping functions, strengthening decentralization and delegation, improving the effectiveness of state management and the quality of service to people and businesses. The management of payroll and job positions has been vigorously implemented, associated with training, fostering and rotating cadres to meet new requirements.
Along with that, the city promotes the application of information technology, electronic records management, and data connection between the city and commune levels, creating solid progress on the digital transformation journey. Comrade Nguyen Van Phuong emphasized: "These first steps demonstrate the city's determination to build a streamlined, modern, and effectively operating administrative apparatus, meeting the expectations of the Party, State and people for a centrally-run city."
From July 1, 2025, the two-level local government model has been put into operation, marking a turning point in urban governance. The city has synchronously deployed many solutions: Training and fostering cadres; arranging specialized civil servants at the grassroots level; organizing continuous online meetings and training sessions; mobilizing nearly 1,000 union members and youth to support people in performing online public services; promoting the role of community digital technology groups.
Thanks to that, Hue is the first locality nationwide to announce 100% of qualified online public services in the entire city; 100% of procedures are performed regardless of administrative boundaries; operate 41 points for receiving and returning results of interconnected administrative procedures, along with 166 online public service agents. As of September 2025, the rate of online records reached 93.18%, putting the locality in the top 5 nationwide. At the same time, the city ranked 3rd nationwide in performing the tasks of two-level government, affirming its determination to reform administration, build a service-oriented, transparent and effective administration.
Comrade Nguyen Van Phuong said that the two-level local government model helps to closely connect the city's leaders and the people, expand administrative boundaries, and put policies into practice right from the grassroots. Ward and commune authorities have the conditions to directly participate in developing community tourism , managing relics, supporting cultural enterprises and promoting local creative startups. This is an important foundation for Hue to effectively implement the policy of building a heritage-cultural-ecological-landscape urban area, while creating new growth momentum.
Overcoming integration challenges
Representing the business community, Deputy General Director of Chan May Port Joint Stock Company Le Chi Phai said that Hue becoming a centrally-governed city has helped Chan May Port access capital sources, special policies and national infrastructure development programs more quickly. Competitive pressure with major ports in the central region is also a driving force for innovation in governance, application of digital technology, smart logistics, automation of loading and unloading processes, cost reduction and service quality improvement.
However, Chairman of the Hue City Young Entrepreneurs Association Tran Duc Minh said that the competitiveness of young enterprises is still limited; many units lack capital, experience and brand strategy. Logistics infrastructure, warehouses, raw material sources and administrative procedures are still major barriers. In the context of integration, taking advantage of opportunities from Chan May-Lang Co Economic Zone requires enterprises to improve their management capacity, strategy and creativity to avoid being left behind.
One of Hue's most valuable resources is the young generation. Secretary of the City Youth Union Nguyen Thanh Hoai emphasized that the greatest opportunity for young people today is a space for comprehensive development, from career, start-up, education and training to preserving identity and international integration. Hue's youth have been realizing opportunities through unique start-up models.
To go further, young people need knowledge, courage, digital skills, critical thinking and global adaptability. “Young people are the pioneering force, inheriting the responsibility of preserving the identity of the ancient capital and being the creative owners. With the support of the Youth Union, with a progressive spirit and aspiration, the young generation of Hue can turn challenges into motivation, creating their own identity in the general development flow,” Mr. Hoai shared.
Hue City has identified the top priority as developing the economy from heritage, associated with the cultural and green industrial models. This is not only a pillar, but also a driving force that spreads and connects other industries, building Hue into a modern, green and sustainable city, associated with cultural depth.
Hue is a city with a unique cultural and historical heritage system, many of which have been recognized by UNESCO. Promoting the value of heritage to develop the cultural industry can create great value for tourism, branding and socio-economics, while preserving the identity of the ancient capital. The heritage-cultural economy also has a strong influence, leading to urban beautification, services, trade, accommodation, associated with environmental protection and preservation of ecological landscapes.
Comrade Nguyen Van Phuong affirmed: “Choosing to develop the economy from heritage, associated with cultural industry and green industry is the right direction for the city in the new period. This is the driving force for Hue to both maintain its identity and modernize and integrate, worthy of the position of a centrally-run city with an effective and efficient two-level local government model.”
On the challenging path of development, Hue city is growing strongly, maintaining its heritage identity and promoting innovation, where the young generation, businesses, government and the whole society join hands to bring Hue to new heights.
