On March 4, Thu Duc City Party Committee (HCMC) sent a document on reviewing and proposing a plan to arrange ward-level administrative units.

This document aims to implement Conclusion 1251 dated March 1 of the Standing Committee of the Ho Chi Minh City Party Committee regarding the research and proposal to continue to reorganize the apparatus of the political system.

According to Conclusion 127 dated February 28, the Politburo and Secretariat requested to develop a project to merge a number of provincial-level administrative units, not organize at the district level, and continue to merge commune-level administrative units.

From there, the Standing Committee of Thu Duc City Party Committee requested the People's Committee of Thu Duc City to review and evaluate the current situation of administrative units of 34 wards.

Specifically, conduct a comprehensive review and assessment of the current situation of 34 wards in the area according to current regulations; clearly identifying wards that do not meet the prescribed standards.

At the same time, specifically assess the natural area, population size, urban development strategy associated with the general regulations of Thu Duc City with 9 sub-zones, geographical characteristics, history, culture, ethnicity, religion, national defense, security and other specific factors of each ward.

Based on the review results, Thu Duc City People's Committee built a plan to arrange administrative units by merging wards that did not meet the standards.

The reorganization plan must ensure the requirements of "refinement, compactness, strength, efficiency, effectiveness", promoting the potential and advantages of the locality. In addition, it is necessary to pay attention to factors such as population density, transport infrastructure, regional connectivity and other socio -economic factors.

Thu Duc City's area is more than 211 km2, formerly Thu Duc district, until 1997 it was divided into 3 districts: 2, 9 and Thu Duc. By early 2021, the above 3 districts officially merged to become Thu Duc City, the first city within a city in the country with 34 wards, according to Resolution 1111 of the National Assembly Standing Committee.

Currently, administrative unit standards are based on Resolution 1211 of 2016 of the National Assembly Standing Committee on administrative unit criteria and classification of administrative units, amended and supplemented by Resolution 27 of 2022.

Accordingly, a ward has a natural area of ​​5.5 km2 or more. In terms of population, a ward belonging to a district has 15,000 people or more; a ward belonging to a city belonging to a province or a city belonging to a centrally run city has 7,000 people or more; a ward belonging to a town has 5,000 people or more.

For towns, the population is from 8,000 people or more, the natural area is from 14 km2 or more. As for communes, the population is from 5,000 - 8,000 people or more, the area is from 30 - 50 km2 or more.

From January 2025, Ho Chi Minh City will merge 80 wards in 10 districts (3, 4, 5, 6, 8, 10, 11, Binh Thanh, Go Vap and Phu Nhuan), reducing 39 wards compared to before. Currently, Ho Chi Minh City has 273 wards.
