In mid-May 2025, the Diem Thuy neighborhood mediation team received a fence dispute between two households, Mr. D and Mrs. Th. The conflict arose due to the determination of land boundary markers between the two families, leading to tension in neighborly relations. Thanks to timely grasp of the case, the Diem Thuy neighborhood mediation team quickly intervened, worked with both families, listened, and thoroughly analyzed both legal regulations and neighborly relations. After many hours of frank but good-willed exchanges, the two families agreed to put aside their disagreements, no longer dispute, and agree to confirm the boundary markers according to the survey records.
Mr. Nguyen Tien Thanh, Party Cell Secretary, Area Head, Head of the Diem Thuy Ward Mediation Team, shared: Each case has its own characteristics, so the mediator must be flexible. It is impossible to apply a single model to all disputes. Some cases require clear legal analysis, while others require family and neighborhood sentiment. Only by putting themselves in the position of the parties, listening and understanding, can the mediator find a suitable solution. The effectiveness of grassroots mediation not only helps to resolve conflicts quickly, saving time and costs, but more importantly, it maintains solidarity in the community.
Not only in Diem Thuy neighborhood, in the first 5 months of 2025, Cam Pha ward received and handled 11 dispute cases, of which 9 were successfully mediated, mainly related to civil, marriage, family and land. Notably, there were conflicts that seemed difficult to resolve, but thanks to the perseverance and ingenuity of the mediator, the parties found a common voice, maintaining family affection and neighborhood affection.
Immediately after the establishment of the new ward, the People's Committee of Cam Pha ward continued to identify grassroots mediation as an important task, associated with ensuring security and order and building the great national unity bloc. The People's Committee of the ward issued many directives on disseminating and educating the law, grassroots mediation, and training in mediation skills. In addition, the Fatherland Front of the ward also actively coordinated in consolidating and perfecting the mediation team, selecting prestigious people with good knowledge of the law to participate in the core force.
Identifying the human factor as the key, the ward also focuses on training the team of mediators. Cam Pha is the first locality to organize a conference on mediation skills at the grassroots level for mediators in the area after putting into operation a 2-level local government. Accordingly, in August 2025, the Ward People's Committee coordinated with the Department of Justice to organize a skills training course with the participation of nearly 200 mediators. The training content does not stop at disseminating new legal documents, but also focuses on mediation skills and handling complex situations. In the training course, many hypothetical situations were presented for mediators to discuss, from land disputes, neighbor conflicts to marital disagreements. Thereby, mediators have the opportunity to practice their ability to analyze, evaluate, and choose appropriate approaches for each case.
Ms. Pham Thi Lien, a member of the Diem Thuy neighborhood mediation team, shared: Without solid legal knowledge, it is difficult for mediators to explain things to the parties in a reasonable manner. Therefore, training courses like this are really necessary.
Mr. Nguyen Cong Bang, Vice Chairman of Cam Pha Ward People's Committee, said: Mediation at the grassroots level has both legal and profound social significance. Through mediation, feelings and relationships between individuals and families are mended; people's trust in the government is strengthened. Despite many positive results, mediation work at the ward still faces challenges. Social life is increasingly diverse, disputes arise not only in the civil field, but also in other fields such as labor, environment, and trade. This requires mediators to continuously learn and improve their skills, and mediation teams to further improve the effectiveness of their operations.
In the coming time, Cam Pha ward will continue to direct the review and consolidation of mediation teams, ensuring quantity, improving quality, mobilizing experienced lawyers, jurists, judges, prosecutors, and retired officials to participate; focusing on training and improving skills for mediation teams; focusing on grasping the situation at the grassroots level, strengthening solutions to propagate policies and laws... to prevent hot spots from arising due to cases not being handled promptly.
