Spread the spirit of "Learning never ends"

On September 16, 2008, the Prime Minister decided to make October 2nd every year “Vietnam Education Promotion Day” with the aim of encouraging all classes of people and social organizations to participate in the work of promoting education, talent, and building a learning society. This event also became an important milestone to connect and converge activities and initiatives to promote education, talent, and honor the cultural values ​​of learning.

Identifying people as the center of development, Quang Ninh province has implemented many solutions to build a learning society, promoting the lifelong learning movement among the people. From urban to rural areas, from civil servants, public employees to workers, the spirit of self-study and continuous learning is spreading strongly.

In 2025, the work of promoting learning, promoting talents, and building a learning society in Quang Ninh continues to receive the attention of Party committees at all levels, authorities, departments, branches, unions, social organizations, armed forces, enterprises in the province and the close direction of the Vietnam Association for Promoting Education . This is also the fourth year that the Provincial Association for Promoting Education has implemented the Resolution.   The 4th Provincial Education Promotion Association Congress   (term 2021-2026), implementing the policies and laws of the Party and State and continuing to carry out emulation movements in promoting learning, promoting talents, and building a learning society.

With the determination to carry out the work program and assigned political tasks, overcome difficulties, overcome challenges, create new changes, and continue to develop the movement strongly and firmly, all levels of the Education Promotion Association in the province have successfully completed their tasks right from the first months of 2025.

Up to now, the whole province has 4,622 Learning Promotion Associations, with a total of 470,288 members, accounting for 33.7% of the population. Learning Promotion Associations at all levels in the province have focused on organizing and directing the registration, implementation, inspection, evaluation, recognition, and commendation of learning models in society. The emulation movement has developed strongly and widely, the lifelong learning movement in families, clans, communities, and units has made new progress in both quantity and quality, associated with studying and following Ho Chi Minh's ideology, morality, and style, building new rural areas and civilized urban areas. The whole province currently has 267,926 families achieving the title of "Learning Family" (73.3%), 1,038 clans achieving the title of "Learning Clan" (71.1%), and 1,211 communities achieving the title of "Learning Community" (83.7%).

The recognition of the title and registration to strive to be a "Learning Citizen" has been widely implemented in the province, initially implemented in a systematic manner. This is considered a breakthrough to promote the lifelong learning movement, building a strong and sustainable learning society. In 2025, Quang Ninh has 812,251 citizens over 15 years old registered to become "Learning Citizens", accounting for 83.4%.

AES Mong Duong Power Company Limited cooperated with the Provincial Association for Promotion of Education to present scholarships and bicycles to students of Tran Hung Dao Primary School (Cua Ong Ward) with difficult circumstances (September 2025).

The Education Promotion Fund has been maintained and developed stably, and has organized many activities to support students on the occasion of Lunar New Year, opening and closing of the school year, Education Promotion Month, and Lifelong Learning Week. In particular, many units and philanthropists have accompanied the Provincial Education Promotion Association, such as: Vietnam National Coal - Mineral Industries Group, Vingroup Group's Kindness Fund, Dinh Thien Ly Fund (Phu My Hung Company), Vietnam Ceramics Joint Stock Company, Venerable Thich Thanh Van, Priest Duong Huu Tinh, Asia Commercial Bank (ACB), State Bank of Vietnam Quang Ninh branch, Mong Duong Thermal Power Joint Stock Company...

From the province's Education Promotion Fund, in the first 6 months of 2025, the Education Promotion Associations at all levels in the province awarded 965 scholarships with a total amount of 872 million VND; rewarded 2,246 teachers with a total amount of over 1.5 billion VND; rewarded 38,928 students with a total amount of over 3 billion VND.

Resolution No. 71-NQ/TW (dated August 22, 2025) of the Politburo on breakthroughs in education and training development has determined: Promoting the nation's tradition of studiousness, building a learning society, strongly arousing emulation movements among the people and in the whole society on learning, self-learning, continuous learning, lifelong learning. In the face of new contexts and requirements, the Provincial Association for Promotion of Education needs to continue to innovate its methods of operation, making practical contributions to the goal of building a learning society and arousing a culture of learning among the entire population.

Mr. Ho Chi Duc, Permanent Vice Chairman of the Provincial Association for Promotion of Education, said: In the coming time, the Provincial Association for Promotion of Education will continue to consolidate and develop association organizations and members in the direction of increasing quantity and improving quality, focusing on areas with changing and merging populations, school units, armed forces, promoting the capacity to mobilize people to do well the work of promoting learning, promoting talents, building a learning society according to the requirements of national digital transformation. Promote learning from the good example of President Ho Chi Minh according to the ideology of "taking self-study as the core, learning never ends" through conferences and seminars on building learning models, on learning methods anytime, anywhere on the basis of using information technology and digital transformation.

Along with that, develop the Scholarship Fund in a diversified direction, striving to reach an average of 35,000 VND/person, well organize and promote the effectiveness of scholarships for students, as well as rewards for adults. In particular, continue to expand the signing of coordination programs with departments, branches, sectors, and organizations, creating an alliance of forces that unite, share and promote activities to encourage learning, encourage talents, and build a learning society.
