Upgrading school facilities

In the National Target Program on New Rural Development, the education sector has 3 components: school facilities, education quality and vocational training. This is specified in 2 criteria, including criterion 5 requiring communes to have solid schools, gradually meeting national standards in terms of facilities, staff and educational activities.

School facilities must ensure safety, have enough classrooms, functional rooms, and have a green, clean, and beautiful campus. Criterion No. 14 on education and training emphasizes the quality of universalization and illiteracy eradication. In addition, the education and training sector contributes to improving the quality of vocational training for rural workers, linked to market needs; supporting the promotion and development of start-up and innovation models in rural areas.

In the period 2021 - 2025, nationwide, 87.5% of communes will meet the School criteria. The rate of schools meeting national standards will increase from 10.9% (2020) to 62.8% (2024), of which preschools will reach 66.9% (level 1) and 16.2% (level 2); primary schools will reach 43.4% (level 1) and 18.2% (level 2); secondary schools will reach 52.4% (level 1) and 13.9% (level 2).

By June 30, 50.5% of districts met criterion No. 5 on new rural education, with 45.1% of high schools meeting national standards level 1 and 64.5% of vocational education and continuing education centers achieving quality accreditation level 1. 20.3% of districts met criterion No. 5 on advanced new rural education.

The education sector has made great strides in upgrading school facilities. The rate of schools meeting national standards has increased significantly across the country, especially in disadvantaged areas. The increase in the rate of schools meeting national standards reflects the concerted efforts of authorities at all levels and the active participation of the community, contributing to the effective implementation of the education program.

According to the general data of the National Target Program on New Rural Development, 79.3% of communes nationwide meet the new rural standards, of which School, Education and Training are two criteria with high rates, especially the Education and Training criteria. However, some communes meet the minimum criteria, especially in mountainous areas, due to lack of resources to maintain facilities and high dropout rates after meeting the standards.

Sustainably maintain the results of universalizing the

Regarding criterion No. 14, this is a criterion belonging to the specialized field of the Ministry of Education and Training , so the direction and integration with the programs are implemented effectively; the work of universalizing preschool education for 5-year-old children, universalizing primary and secondary education and universalizing literacy education not only achieved good results but also maintained sustainably in most localities.

In the 2024-2025 school year, the rate of mobilizing primary school students of the right age to attend school will reach 99.7%; the rate of mobilizing students completing the primary education program to enter secondary school will reach 98.23%. In the entire Northern mountainous and Central Highlands provinces, 100% of commune-level units will be recognized as meeting the standards of universal preschool education for 5-year-old children.

Many localities have actively directed the Steering Committee for Universal Literacy Education and communes to step up propaganda, mobilization, and encouragement for people who cannot read or write, and those who have not met literacy standards to participate in literacy classes in many forms. In the 2024-2025 school year, the whole country mobilized 91,548 students to participate in literacy classes, an increase of 346% compared to the 2020-2021 school year.

Vocational training for rural workers continues to be implemented effectively, in accordance with the actual needs of localities and the development trends of the labor market. In the period of 2021 - 2025, through the content of vocational training support for rural workers, it has supported training for over 200,000 rural workers, contributing to improving the quality of human resources and solving sustainable employment; increasing income for rural workers. In 2024, the average income per capita in rural areas will reach about 54 million VND/person/year (1.3 times higher than in 2020).

Implementing the National Target Program on New Rural Development after 2025, the Ministry of Education and Training aims to modernize and improve the quality of education and training, focusing on developing learners' qualities and capacities, creating breakthroughs in resources, motivation and new space for education and training development to ensure equal opportunities for everyone, especially in remote areas, ethnic minority and mountainous areas.

Funding for investment in facilities and teaching equipment remains a major challenge, especially in disadvantaged areas. Localities have not yet balanced their budgets, prioritizing economic infrastructure over education.
