Awakening identity, promoting inner strength

Bac Ninh - a land of "spiritual people" has always shone with a glorious tradition of culture, education and revolution for generations. This place has produced and nurtured many famous people, talented people and heroes, contributing to the glory of the nation. Over thousands of years of history, Bac Ninh has become a land of convergence of quintessence, depositing cultural sediments, both preserving the heroic spirit of our ancestors and affirming the stature of a vibrant, dynamic and creative countryside.

According to Dr. Nguyen Van Dap, Deputy Director of the Department of Culture, Sports and Tourism, in the flow of national history, Bac Ninh has always played the role of a "fence" of the capital Thang Long - Dong Do - Hanoi, one of the "four important towns" protecting the country. It is from this thousand-year-old crystallized cultural and historical source that Bac Ninh has formed a sustainable internal strength to confidently step into new opportunities. Today, with its new position, Bac Ninh not only preserves the identity of an ancient land but also joins in the integration, contributing to the whole country entering the era of integration and development.

Looking back over the past period, Bac Ninh culture has made a strong mark in the picture of national and world culture. Bac Ninh is one of the leading provinces in the country to issue specialized Resolutions and organize provincial-level Cultural Conferences. Specifically, on August 29, 2022, the Executive Committee of the Bac Ninh Provincial Party Committee (old) of the 20th tenure issued Resolution No. 71-NQ/TU on building and developing Bac Ninh culture and people by 2030, meeting the requirements of sustainable development. On August 1, 2024, the Executive Committee of the Bac Giang Provincial Party Committee of the 19th tenure issued Resolution No. 355-NQ/TU on building and developing Bac Giang culture and people by 2030, meeting the requirements of sustainable development.

The common goal of the two resolutions above is to build a culture and people of Bac Ninh that are comprehensively developed, aiming at truth, goodness, beauty and imbued with national spirit and homeland identity. That is also the "compass" for the Party Committees and authorities at all levels in the province to lead, direct and organize cultural, sports and tourism activities. Thereby, contributing to changing awareness and spreading the spirit of building and developing culture in all areas of social life.

One of the outstanding results is that the system of tangible and intangible cultural heritages has been continuously enriched and scientifically preserved, gradually promoting their values. Up to now, the whole province has 1,441 ranked relics, including 11 relics and relic clusters ranked as special national relics; 297 relics ranked at the national level and 1,101 relics ranked at the provincial level; 24 national treasures; 36 heritages included in the List of National Intangible Cultural Heritages. Notably, Bac Ninh currently has 7 cultural heritages recognized by UNESCO, including 2 relic sites located in the Complex of Monuments and Landscapes of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac, which were recognized by UNESCO as World Cultural Heritages in July 2025.

The period of 2020-2025 is considered a period of brilliant development of Bac Ninh's cultural heritage with typical representatives such as Quan Ho folk songs, Dong Ho folk paintings... which are the quintessence of identity that have delighted the international public when they were continuously introduced, promoted and honored at many high-level diplomatic forums of the Party and State. Never before has the image and brand of Bac Ninh been positioned and elevated by culture as seen through a series of national and international political, cultural, artistic, tourism and sports events that Bac Ninh has chaired and participated in organizing over the past time.

The cultural life of the people is increasingly enriched, many traditional cultural values and beauties are promoted, many new cultural and ethical standards are formed. In just 3 months (from July to September 2025) after the merger, the whole province organized more than 200 cultural, artistic, sports and tourism activities to serve all classes of people in the province.

The system of cultural institutions from traditional to modern has been gradually invested in synchronously. In the past 5 years, a number of typical cultural works have been invested in by the province, accelerated in completion and put into operation such as: Provincial Cultural - Exhibition Center; Bac Ninh Quan Ho Folk Song Theater; Dong Ho Folk Painting Conservation Center; projects to restore and embellish Vinh Nghiem Pagoda; Bo Da Pagoda; Dam Pagoda; Xuong Giang Victory Site; Ly Thuong Kiet Temple; Hoang Hoa Tham Temple and Yen The Volunteer Army...

In particular, Bac Ninh has always been proactive in international cultural integration, absorbing the quintessence of human culture, paying attention to linking investment promotion activities with promoting the culture, people and typical cultural heritages of the province. Up to now, Bac Ninh has attracted over 3,000 investors from 45 countries and territories; established cooperative relations and twinning with 8 localities of 5 countries, and at the same time promoted the work of mobilizing overseas Vietnamese to return to their roots, contributing to the socio-economic development of their homeland.

Building culture and people of Bac Ninh for comprehensive development

To have a Kinh Bac - Bac Ninh "rich in economy, beautiful in culture" always requires the attention of leaders at all levels, the solidarity and determination of all levels, sectors and the entire people in the province. In particular, it is necessary to mention the important role of consulting, building and implementing many excellent policies with innovative thinking, the vision of "going ahead, surpassing" to comprehensively develop the culture and people of Bac Ninh in the new situation.

Bac Ninh people are both creative subjects and “products” of culture. Therefore, building and developing culture is also aiming at comprehensive human development. In the context of deep integration with the world, culture is not only a spiritual support but also a “soft power” promoting sustainable development.

Most recently, on July 29, 2025, the Provincial Party Standing Committee issued Plan No. 16-KH/TU to implement Resolution No. 156-KL/TW dated May 21, 2025 and Conclusion No. 76-KL/TW of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.

Accordingly, Bac Ninh focuses on implementing key groups of tasks: Promoting the role of the entire political system in developing culture and people associated with the requirements of rapid and sustainable development; preserving and promoting traditional cultural values, national identity, building Bac Ninh people to develop comprehensively, becoming the foundation and endogenous driving force of the province; promoting propaganda on mass media, digital platforms, mobilizing artists, intellectuals, businesses, and social organizations to participate in spreading, contributing to creating consensus and mobilizing cultural resources.

Party committees, party organizations, authorities, agencies and units urgently develop plans to implement the task of building Bac Ninh culture and people in accordance with the functions, tasks, powers and characteristics of each locality and unit. On that basis, promote the building of culture in politics, culture in the Party; focus on building a cultural environment of integrity, promoting public ethics, and behavioral culture in agencies, organizations and unions; promote the building of corporate culture and entrepreneurial culture in the new period.

Continue to improve mechanisms and policies, prioritize additional resources to strongly promote the development of Bac Ninh culture and people; promote the role of creative subjects, improve and enhance the level of cultural enjoyment of the people, while narrowing the gap in cultural enjoyment between regions in the province. Build a digital cultural environment suitable for the digital economy and digital society. Timely detect and replicate good models and typical examples; encourage the development of a set of criteria to monitor and supervise the substance and effectiveness of cultural activities and human development.

Bac Ninh people are both creative subjects and "products" of culture. Therefore, building and developing culture is also aiming at comprehensive human development. In the context of deep integration with the world, culture is not only a spiritual support but also a "soft power" promoting sustainable development. The achievements along with specific goals, tasks and action programs will create the premise for culture to go hand in hand with the socio-economy, bringing Bac Ninh to prosperous development, while still maintaining the unique identity of the Kinh Bac cultured region.
