On the afternoon of July 31, at the Presidential Palace, President To Lam worked with the Office of the President , the Ministry of Home Affairs and relevant agencies on emulation and reward work. The President suggested that in the coming time, emulation and reward work should focus on institutionalizing the Party's policies to perfect the legal system, promptly remove difficulties, ensure timely, accurate and effective emulation and reward work, and encourage the movement.
Also attending the meeting were Vice President Vo Thi Anh Xuan, First Vice President of the Central Emulation and Commendation Council; Minister of Home Affairs Pham Thi Thanh Tra, Permanent Vice President of the Central Emulation and Commendation Council; Head of the Office of the President Le Khanh Hai, Member of the Central Emulation and Commendation Council and representatives of leaders of a number of relevant units.
Reporting to the President on the results of emulation and commendation work from 2021 to present and key tasks until the end of 2025, Minister of Home Affairs Pham Thi Thanh Tra said that from 2021 to present, seven emulation movements have been launched nationwide by the Prime Minister and Chairman of the Central Emulation and Commendation Council. Of these, three movements continue from the previous period and four are new emulation movements.
The emulation movements launched by the Prime Minister have been implemented synchronously and effectively, which is the core orientation for the emulation movements. The Council organized a conference to commend and honor advanced models nationwide, on the occasion of the 75th anniversary of President Ho Chi Minh's call for patriotic emulation (June 11, 1948 - June 11, 2023).
Ministries, departments, branches and localities have developed plans and implemented propaganda work; organized many activities to promptly encourage, motivate and replicate typical examples, through many forms.
Along with that, the work of advising on perfecting institutions and laws on emulation and rewards is focused on directing implementation, creating an increasingly perfect legal basis to improve the effectiveness and efficiency of state management on emulation and rewards.
The work of advising on the Plan to organize the Patriotic Emulation Congress at all levels and sectors, and summarizing 10 years of implementing Directive No. 34-CT/TW was carried out promptly and on schedule.
The work of propagating, praising and replicating advanced models has been directed and implemented with attention. Many advanced models have been honored and rewarded, creating a spread in the community.
The commendation work is carried out in accordance with regulations, the quality of commendation is improved, promptly serving the country's political tasks; commendation of outstanding achievements, commendation of direct laborers, production, business and work with typical achievements are carried out promptly.
From 2021 to present, the Central Emulation and Commendation Committee has advised on appraisal and submission to the Prime Minister for commendation of 19,232 cases, and submitted to the Prime Minister and the President for commendation of 337,568 cases.
At the meeting, representatives of the Standing Committee of the Emulation and Reward Council, relevant agencies and units clarified the results of emulation and reward work in recent years; emulation and reward activities in the coming time; difficulties and problems that need to be removed and resolved, and recommendations and proposals of the Emulation and Reward Council.
Speaking at the working session, President To Lam affirmed that emulation and reward work aims to show gratitude and recognize contributions to the country, efforts to innovate, and create a competitive atmosphere in production and labor...
In 2024, there are many political events and anniversaries such as the 70th anniversary of Dien Bien Phu Victory and the 80th anniversary of the founding of the Vietnam People's Army.
The year 2025 also has many important anniversaries such as the 95th anniversary of the founding of the Party, the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam... which raises many issues regarding emulation and reward work. Among them, many veteran cadres, who have made many contributions to the revolution, many cadres and soldiers who have made many contributions to the country, but still have problems and backlogs in the emulation and reward work files.
Not only in the resistance war, in peacetime, in production and labor, the process of nearly 40 years of renovation has also raised many issues for emulation and reward work. The President affirmed that the country is increasingly developing, with more and more achievements, it is necessary to create an exciting atmosphere, encourage emulation, and reward the great contributions of cadres and people. Therefore, emulation and reward work needs to be reviewed to be closer to reality.
The President commended the Ministry of Home Affairs for promptly providing statistics and reports evaluating emulation and reward work.
The President agreed on four tasks on emulation and reward work proposed by the Ministry of Home Affairs; agreed on the implementation of the Summary of 10 years of implementing Directive No. 34-CT/TW dated April 7, 2014 of the Politburo on continuing to innovate emulation and reward work.
The President noted that when summarizing, it is necessary to evaluate the contributions of emulation and reward work in nearly 40 years of national renovation and the people's contributions to emulation and reward work.
The President also requested the Central Council for Emulation and Commendation to advise and propose to the Politburo to issue a new directive on emulation and commendation work, which should pay attention not only to emulation and commendation for the upcoming congress term but also to emulation towards 100 years of Party leadership, 100 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; emulation and commendation work should pay attention to the contributions of cadres and people.
Affirming his great interest in and utmost facilitation of emulation and reward work, the President also noted that emulation and reward work needs to be closely linked with inspection and supervision; quality, emulation and reward for the right people, the right job; paying attention to promptly removing obstacles when implementing the 2022 Law on Emulation and Reward and related legal regulations; urgently resolving obstacles in emulation and reward work for people with achievements in the resistance war because the war is long gone.
The President suggested that in the coming time, emulation and reward work should focus on institutionalizing the Party's policies to perfect the legal system, promptly remove difficulties related to emulation and reward work; emulation and reward work should be associated with administrative procedure reform to ensure timeliness, accuracy, effectiveness, and motivation; at the same time, it should be transparent, educational, and exemplary; focus on direct workers, producers, etc. in emulation and reward; promote propaganda work, grasp public opinion on emulation and reward work.
The President noted that it is necessary to ensure that those who have contributed to the country have a regime and timely rewards. In the immediate future, the Central Emulation and Reward Council and the Ministry of Home Affairs need to review the list of veteran cadres who have contributed to the country to have a specific report and make recommendations to the Politburo and the Secretariat to promptly reward them on the country's major anniversary, showing meaningful gratitude and honor.
