Attending and chairing the conference were Party Central Committee member, Secretary of the City Party Committee, Chairman of the City People's Council, Head of the City National Assembly Delegation Le Truong Luu; Standing Deputy Secretary of the City Party Committee Pham Duc Tien and Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Nguyen Van Phuong.

Through the drafts

Speaking at the conference, Secretary of the City Party Committee Le Truong Luu said that regarding the draft Political Report and Review Report, the Congress Document Subcommittee seriously received and selected comments from Central committees, ministries, and branches; veteran revolutionaries, intellectuals, officials, party members, and people of all walks of life, along with the discussion results at the congresses of affiliated party committees. At the same time, the draft also fully received the direction of the Politburo at the working session with the Standing Committee of the Hue City Party Committee on August 28, 2025, thereby supplementing and completing it to submit to this conference before submitting it to the 17th City Party Congress.

Regarding the draft Action Program to implement the Resolution of the 17th Congress, implementing the direction of the Politburo , the Standing Committee has directed the Document Subcommittee to prepare urgently, basically meeting the requirements set out. The Program is built on the basis of concretizing the tasks and solutions of the Political Report of the City Party Committee, closely following the draft Central Document, with tables, lists, and specific and clear content.

Delegates highly appreciated this as one of the important contents presented to the Congress. The action program must thoroughly grasp the spirit of "clear work, clear people, clear responsible agencies, clear completion time, clear products". At the conference, many opinions focused on discussing key tasks, strategic projects, works and projects in the period of 2026 - 2030; at the same time, clarifying the plan for assigning responsibilities, resources, progress and implementation conditions.

Overview of the conference

Unlike previous terms, when the Action Program was usually developed after the Congress, this time, the 16th Executive Committee developed it for the 17th Executive Committee to review and issue immediately after the Congress. This creates initiative and timeliness, ensuring that the Action Program becomes an important basis for all levels, sectors and localities to effectively organize and implement according to their functions and tasks, contributing to the successful completion of the goals and targets set by the 17th Congress. At the same time, it creates a solid foundation for the city's rapid and sustainable development in the coming period.

At the conference, delegates also discussed and gave their opinions on the personnel plan to attend the 14th National Congress of the Party, along with the personnel plan for the Presidium, Secretariat and the Qualification Examination Board of the 17th City Party Congress. Based on a thorough study of the plans and submissions of the Standing Committee of the City Party Committee, the conference thoroughly considered the criteria, structure, conditions and quantity to select and introduce personnel to ensure compliance with regulations and requirements. In particular, the personnel participating in the Delegation to the 14th Party Congress must be truly exemplary in terms of qualities, ethics, lifestyle and working capacity; worthy representatives of the intelligence and mettle of the Hue City Party Committee, and capable of effectively contributing to the important contents and decisions of the Congress.

After discussion, the conference voted and unanimously approved the drafts: Political report, Review report and Action program to implement the Resolution of the 17th City Party Congress.

Best preparation for the Congress

Secretary of the City Party Committee Le Truong Luu announced: The 17th Congress of Hue City Party Committee, term 2025 - 2030, is expected to take place from October 2 - 4, 2025.

As planned, the 20th City Party Committee Conference is the last conference of the 16th City Party Executive Committee.

Concluding the conference, Secretary of the City Party Committee Le Truong Luu emphasized: The time for the Congress is near, requesting City Party Committee members, Party Committee Secretaries, heads of departments, branches, sectors, organizations, and localities to focus on widely propagating the meaning and importance of the 17th Congress; popularizing the Party's guidelines and policies, and the State's policies and laws. At the same time, actively fight against erroneous viewpoints, sabotage plots, and distortions of hostile forces before, during, and after the Congress.

The City Party Secretary also requested to focus on directing the effective implementation of the City Party Committee's programs and projects, creating consensus and determination of the entire political system and the entire people in the task of building and developing the city.

Immediately after the conference, the City Party Committee Organizing Committee and the City Party Committee Office urgently completed the content of documents and personnel plans before submitting them to the Congress. The sub-committees serving the Congress actively carried out their tasks, ensuring quality, progress and efficiency, contributing to the solemnity, safety and great success of the Congress.

At the same time, local Party committees and units focus on leading and directing the smooth operation of the two-level government apparatus; perfecting Party committees in places where there are vacancies; assigning Party committee members to be in charge and monitor the grassroots. At the same time, review and evaluate the targets and tasks for 2025 of each sector and locality; speed up the disbursement of public investment capital; be resolute in compensation and site clearance; promptly remove difficulties, create favorable conditions for production and business; strive to successfully complete the assigned tasks and targets.

Secretary of the City Party Committee Le Truong Luu requested: “The time for the 17th City Party Congress is approaching very soon. We request that Party committees at all levels and secretaries uphold their sense of responsibility before the Party and the People, focus on leading and directing the implementation of their tasks well. All levels and sectors need to strive to compete to achieve practical results to welcome the Congress; strengthen the work of receiving people, thoroughly resolve petitions, complaints and denunciations of citizens, and create stability before the Congress.”

At the conference, delegates were informed of the new resolutions of the Politburo, including: Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development; Resolution No. 72-NQ/TW dated September 9, 2025 on a number of breakthrough solutions to strengthen protection, care and improve people's health.
