Contribute to the law, contribute to innovation

On the eve of the 9th Session of the 15th National Assembly, Hue has sent frank comments to the parliament. Typical examples are the opinions of the Hue City Bar Association on the Law on Judicial Assistance.

According to Mr. Nguyen Van Phuoc, Chairman of the Hue City Bar Association, the promulgation of this law is “necessary and timely” in the context of increasingly deep international integration. The 2007 Law on Judicial Assistance has created an important foundation, but after nearly 17 years of application, many limitations have been revealed, especially in the civil field.

Mr. Phuoc said: The scope of the law needs to be specified, covering the fields of civil, marriage and family, commercial business, labor and civil enforcement. At the same time, it is necessary to supplement clear regulations on the recognition and enforcement of foreign civil and arbitration judgments and decisions in Vietnam, as well as judgments of Vietnamese courts abroad.

Regarding the Law on Handling of Administrative Violations, the Hue City Bar Association proposed to maintain the issuance of penalty records to ensure transparency, and at the same time add a method of sending electronic penalty decisions. Chairman of the Hue City Bar Association Nguyen Van Phuoc clearly stated: “This is not only a technical suggestion, but also a practical requirement, how to make the law catch up with the digital transformation that is taking place strongly in urban areas, in which Hue is one of the leading places”.

Entering the session, the National Assembly has truly created movements that can be called "historic". In addition to discussing many laws, the parliament has passed the Resolution amending the Constitution, a document paving the way for the 2-level local government model (CQDP2C), allowing for a pilot local legislative mechanism, digital governance and stronger decentralization.

Deputy Head of the Delegation of National Assembly Deputies of Hue City Nguyen Thi Suu commented: “This amended Constitution has created an important legal corridor for Hue not only to build a streamlined and effective apparatus, but also to move towards a cultural and intellectual urban area in the digital era”. Ms. Suu’s words are not just a comment, but also contain the aspirations, responsibilities and expectations of Hue voters.

Along with the Constitution, a series of other laws were also passed: Law on Digital Technology Industry, Law on Science - Technology and Innovation, Law on Organization of Local Government (amended), Law on Land (amended)... With a high consensus rate, opening up a new legal framework, helping localities to remove long-standing "bottlenecks".

When policy is tested in practice

For Hue, the bills and resolutions passed by the National Assembly are of utmost importance. For example, the Land Law (amended) promises to solve problems in land management and exploitation, especially urban land and land serving economic development - heritage tourism. The Law on Organization of Local Government (amended) paves the way for the operation of the CQDP2C model more effectively, serving people faster and more transparently. "People need to be served more conveniently, and that is the ultimate goal of all innovations in the administrative apparatus", voter Phan Xuan Tan (Phong Phu ward) hopes.

According to Chairman of the Hue City Bar Association Nguyen Van Phuoc, the Land Law (amended) and the Law on Organization of Local Government (amended) will be the key for Hue to both resolve land-related problems and create a legal foundation for the CQDP2C model, serving people more conveniently and transparently.

Not only that, the National Assembly's approval of the Resolution on the arrangement of provincial-level administrative units has created a clear signal: Reforming the apparatus is no longer just a slogan. Streamlining, transparency, and efficiency are the way to go. For provinces and cities, operating the CQDP2C model is to realize those reforms in life.

The practice of meeting voters before the session clearly showed that. Hue people expressed concerns about overdue administrative records and how the urban government should operate to make it more convenient for the people. Those concerns became practical arguments, which Hue delegates brought directly to the parliament.

Deputy Head of the Delegation of National Assembly Deputies of Hue City Nguyen Thi Suu emphasized: “Hue needs to strengthen digital governance capacity at the grassroots level, and at the same time recommend that the National Assembly complete the legal framework and promote budget decentralization to build a cultural and intellectual city in the new regime”. That is not only the desire, but also the responsibility of those representing Hue voters, bringing the voice from life straight into policy, turning aspirations into reality.

Movements from the parliament continue to spread, gradually touching daily life. With the imprints from practice, it has been shown that each legal project, when molded from life, will become a real driving force for development.
