According to the Planning of Quang Ninh province for the period 2021-2030, with a vision to 2050, the whole province has 17 stone mines for common construction materials; 6 sand mines for common construction materials; 58 clay mines, 79 hill soil mines for filling materials; 32 coal mine waste areas, 6 sand mines for filling. Up to now, the whole province has 9 stone mines for common construction materials that are still in operation with the goal of supplying to projects in the area , 11 soil and stone mines for filling materials that have been licensed for exploitation, 5 sand mines. licensed for exploitation as fill material , 24 clay mines have been granted mining licenses with valid exploitation periods. Currently, there are no sand mines in operation in the province for construction materials. The Ministry of Agriculture and Environment has coordinated with the Provincial People's Committee to approve 6 plans for mining and using mine waste soil and rock as landfill materials.
Based on the National Energy Master Plan approved by the Prime Minister in Decision No. 893/QD-TTg dated July 26, 2025, to date, the Ministry of Agriculture and Environment has granted a total of 45 valid coal mining licenses.
Mineral management in the area continues to be systematic, stable, and ensures security and order. Mining, processing, and consumption activities comply with legal regulations, contributing to maintaining production and contributing to economic development.
At the meeting, departments, branches and localities contributed some opinions such as: Extending the term for quarries located along highways, national highways, landscape areas on land along bays and urban and tourist areas; adding sand mines for leveling, construction and production; continuing to maintain the exploitation of 5 quarries for common construction materials that are in operation and still have reserves and are qualified to continue exploitation; adding to the planning of 5 quarry areas, implementing the auction of 2 quarries that have expired and 1 quarry with reserves for exploitation; issuing directives to continue maintaining strict management of coal resources in the area; continuing to strictly implement regulations in the process of implementing the plan for using mine waste rock and soil...
Concluding the meeting, Mr. Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, requested the Department of Agriculture and Environment to review and evaluate each mine of soil and rock with expired minerals and reserves to advise on extension to ensure optimal exploitation of resources; recommend approval of auctions for mines in the planning to meet the demand for materials for local socio-economic development; coordinate with the locality based on the needs of projects within and outside the budget to propose additional planning for soil, rock and sand mines in the coming time to meet the requirements until 2030, especially the lack of raw materials; review clay mines for deep processing to increase economic value.
From the perspective of sustainable development, rational use of resources, and not destroying the environmental landscape, the Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to recommend competent authorities to adjust resolutions, documents, and programs. At the same time, the Department advised the Provincial People's Committee to issue documents implementing solutions to strengthen the management of coal and mineral resources in August. In particular, assigning responsibilities to each organization, individual, and leader, strengthening coordination between the government and enterprises in strictly managing resources, not affecting the legitimate rights and interests of organizations and individuals; continuing to recommend the Ministry of Agriculture and Environment to amend and supplement a number of obstacles, difficulties, and inadequacies in the Law on Geology and Minerals 2024.
