Saigon Zoo and Botanical Gardens is responsible for contacting the competent measuring unit to create a map of the current status of the detailed location, boundary, and area as a basis for consideration and determination.

After completing all the above steps, Saigon Zoo and Botanical Garden contacts the Department of Natural Resources and Environment to submit the application and request consideration, and submit to the Ho Chi Minh City People's Committee to decide on the form of land use.

According to a report from Saigon Zoo and Botanical Gardens, most of the land area allocated is for non-business purposes.

The unit's only business activities are selling entrance tickets and services (children's games, souvenir stalls, coffee shops... However, with this source of revenue, the unit spends about 95% on costs of animal care, feeding, maintenance, conservation and development of trees...

Saigon Zoo and Botanical Gardens affirms that its activities are not for profit. Therefore, having to rent land and pay land rent for the entire area of the campus is beyond its capacity. Thereby, the unit recommends that the People's Committee of Ho Chi Minh City and departments and branches consider and adjust.

As reported by VietNamNet , with an annual land rent of more than 163 billion VND, the Saigon Zoo and Botanical Garden management unit is currently in debt of more than 800 billion VND. Faced with tax enforcement, the Saigon Zoo and Botanical Garden is at risk of ceasing operations.

However, speaking to the press, Ho Chi Minh City Chairman Phan Van Mai said that all problems have solutions. The city has assigned departments and branches to review and reconsider the tax debt of Saigon Zoo and Botanical Gardens. Mr. Mai also affirmed that "closing the Zoo and Botanical Gardens" will definitely not happen.
