Adjusting the central budget estimate of 11,000 billion VND to give gifts to the people

On August 29, National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 1811/NQ-UBTVQH15 on supplementing expenditure content from the central budget expenditure estimate for 2025, which was decided by the National Assembly but has not yet been allocated in detail.

Accordingly, the National Assembly Standing Committee resolved to adjust and supplement the 2025 central budget expenditure estimate that has been decided by the National Assembly but has not yet allocated in detail to ministries, branches and localities to implement the policy of giving gifts to people as prescribed in Clause 9, Article 4 of Resolution No. 160/2024/QH15.

Total budget is about 11,000 billion VND. Gift amount: 1 time, 100,000 VND/person.

Gift recipients: All citizens with Vietnamese nationality and people of Vietnamese origin whose nationality has not been determined but have been granted an identity card, are residing in Vietnam and have been collected, updated, and assigned a personal identification number in the National Population Database as of August 30, 2025.

The Government organizes the implementation of this Resolution; is responsible for the data and proposed content; directs the Ministry of Public Security , the Ministry of Finance, the State Bank of Vietnam, the People's Committees of provinces and centrally run cities and relevant agencies to carry out gift giving in a timely, public, transparent and appropriate manner, to the right recipients, and to avoid loss, waste and negativity.

The Nationalities Council and Committees of the National Assembly, National Assembly delegations, National Assembly deputies, and the State Audit, within the scope of their tasks and powers, shall supervise and audit the implementation of this Resolution.

This Resolution comes into force from the date of signing (August 29, 2025).
