Receiving applications for level 2 electronic identification for foreigners from July 1

From July 1, 2025, the Immigration Department (Provincial Police) will officially collect information of foreigners granted level 2 electronic identification according to the provisions of Decree No. 69/2024/ND-CP dated June 25, 2024 of the Government.

Officers of the Immigration Department (Provincial Police) carry out procedures to receive information to issue level 2 electronic identification for foreigners.

According to the review of the Immigration Department, the whole province currently has 178 foreigners who have been granted a valid temporary residence card, eligible for level 2 electronic identification on this occasion. Foreigners will come directly to collect biometric information (face photo, fingerprint) at the Immigration Department, Quang Ninh Provincial Police ( Mobifone building, 25/4 street, Hong Gai ward, Ha Long city).

Documents to be prepared are as follows: Passport, valid temporary residence card; Mobile phone number; email address.

The processing time is no more than 3 working days for cases of granting level 2 electronic identification accounts with information in the National Database on Immigration and no more than 7 working days for cases where there is no information.

Account registration results will be notified via the National Identification Application (VNeID) or the owner's mobile phone number or email address.

Implementing the direction of the Ministry of Public Security , from June 19, 2025, the Immigration Department has coordinated with relevant units to install network lines, prepare vehicles and machines to serve the collection of biometric information of foreigners.

The leader of the Immigration Department presented flowers to the first foreigner to receive a level 2 electronic identification file.

On June 27, 2025, the unit also received the first application for level 2 electronic identification for a foreigner.

Level 2 electronic identification accounts of foreigners are used to perform administrative procedures and public administrative services in the electronic environment. The use of level 2 electronic identification accounts helps foreigners access, exploit, and use electronic identity information and other information shared, integrated, and updated from the national database, specialized database, and all features, utilities, and applications of the electronic identification and authentication system, and the information system that has been connected and shared in accordance with the law.
