Deputy Minister of Transport: Construction in "3 shifts, 4 teams", speeding up the progress of Khanh Hoa Expressway

On July 16, Deputy Minister Le Anh Tuan and a working delegation from the Ministry of Transport inspected the construction progress of component projects 2 and 3 of the Khanh Hoa - Buon Ma Thuot expressway, passing through Dak Lak province.

Reporting to the Deputy Minister, Mr. Dang Tho Dan, Head of the Traffic Project Management Department, Dak Lak Province's Project Management Board for Investment in Construction of Traffic Works and Rural Development (Project Management Board, representative of the investor of component project 3) said that as of July 14, the work of site clearance and handover reached more than 99%.

Up to now, the total construction value has reached 15.2% of the contract value, of which the construction of the service roadbed along the route has reached 95%, the main roadbed has reached 44km, and 26/28 bridges have been constructed.

Local authorities have paid attention to resolving basic problems, however, some quarries of stone, sand, and earth have not been licensed, causing difficulties for contractors.

In addition, in package 1, there are 16 households and about 600m of forest at the construction site of Son Hai contractor. Currently, the units are cutting down trees, and the site will be handed over this week at the latest.

Mr. Pham Van Trinh, Deputy Director of Project Management Board 6 (Ministry of Transport, investor of component project 2) said that currently, the difficulties and problems related to the site have been basically resolved. However, there is still about 5km (Km60 to Km65) stuck with natural forest land. The Board is currently directing the winning contractors to cut down and reclaim the trees to hand over the site, which is expected to be resolved in July.

In addition, at the Truong Son Dong intersection, there are 13 households remaining, which according to regulations do not meet the conditions for resettlement. However, the Board has supported the leveling of the land to arrange housing for the people. Currently, 10 households have agreed to relocate.

According to Mr. Trinh, the project has 4 tunnels, the largest of which is the 1.7km long Phoenix tunnel, which is under construction and is expected to be completed by April 30, 2026.

Regarding the materials for the project, it is basically balanced. Contractors are striving to construct and basically complete the project by 2026.

Focus on construction to speed up progress

After inspecting the construction site and listening to reports from the units, Deputy Minister Le Anh Tuan assessed that the local authorities and the investor have focused on resolving the problems related to waste dumps, fills, and materials. The most important thing now is that contractors must concentrate on manpower and equipment to work in "3 shifts" to speed up the project's progress.

"For any location that is still stuck, contractors must overcome difficulties to ensure construction progress. For locations stuck with forest land, after completing the procedures, contractors must support cutting down and clearing the site, and cannot wait.

For tunnel and bridge construction projects, investors and contractors seek ways to speed up progress, shorten completion time, and ensure quality.

In particular, the Central Highlands is entering the rainy season, investors and contractors must be flexible in construction to be least affected," the Deputy Minister emphasized.

According to Mr. Lam Van Hoang, Director of the Vietnam Expressway Administration, the Khanh Hoa - Buon Ma Thuot Expressway is a national key project, strongly directed by the Prime Minister and the Ministry of Transport.

However, the project's progress in the past has not met requirements and is still slow, the objective reason being problems with site clearance and forest land conversion, especially in component project 2.

"Up to now, the locality has made efforts and basically completed the site clearance. There are still some dumping sites that are stuck, we hope the local government will pay attention and direct to resolve them," said Mr. Hoang.

The Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total investment of VND21,935 billion. The project has a total length of about 116.577km.

The project is divided into three component projects: component project 1 is invested by Khanh Hoa Provincial People's Committee, component project 2 is invested by the Ministry of Transport and component 3 is invested by Dak Lak Provincial People's Committee.

Of which, component project 3 has a total route length of about 48.093km, with a total investment of more than VND 6,165 billion; component project 2 is about 37.5km through Khanh Hoa and Dak Lak provinces, with a total investment of more than VND 10,436 billion.
