The Prime Minister has just issued Document No. 546/TTg-KTTH responding to questions from National Assembly delegate Nguyen Tao (National Assembly Delegation of Lam Dong province) related to national target programs (NTPs).
Accordingly, regarding the allocation of capital to implement 6 specialized programs under the National Target Program on New Rural Development, the central budget capital to support the implementation of these 6 programs has been assigned by the Prime Minister in the medium-term public investment plan, investment plan and state budget estimate for 2023. The Ministry of Agriculture and Rural Development has guided localities to deploy the allocation of central budget capital in 2023 to implement these specialized programs.

Thus, the Central Government has allocated central budget capital to support localities in implementing specialized programs under the National Target Program on New Rural Development according to regulations. Localities are responsible for proactively developing, approving, and assigning plans and estimates to urgently accelerate the implementation progress and disbursement of capital for the program.
Regarding the investment in radio systems under the content of the National Target Programs on Sustainable Poverty Reduction and New Rural Development, the allocation of central budget funds in 2022 and 2023 of the two National Target Programs on Sustainable Poverty Reduction and New Rural Development to support localities in investing in radio systems (including new equipment, upgrading and repair) has no overlap or duplication in scope and implementation objects.
Specifically, the budget of the National Target Program on Sustainable Poverty Reduction is guaranteed to be sufficient to support 1,547 communes with especially difficult socio-economic conditions, island communes and island districts to invest in and repair commune radio stations in the period 2021-2025.
The allocation of central budget funds is carried out annually, ensuring sufficient support levels for the 5-year period according to the principles, criteria, levels, and capital allocation objects of the program. The funds of the National Target Program for New Rural Development support new investments and repairs of commune radio stations in the remaining communes (in addition to the particularly difficult communes that have received support from the National Target Program for Sustainable Poverty Reduction mentioned above).
Regarding the integration of tasks and resources to implement the 3 national target programs, the principle of integrating capital sources in implementing national target programs has been stipulated in Article 10 of Decree No. 27/2022/ND-CP dated April 19, 2022 of the Government stipulating the management mechanism and organization of implementation of national target programs. Based on practical conditions, localities are responsible for proactively integrating resources from other programs and projects to implement national target programs in the locality.
