Prime Minister: Shift from passive medical examination and treatment to protecting people's health when they are not sick yet

On the afternoon of August 11, Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee to continue giving opinions and perfecting the draft of new resolutions of the Politburo on public health care and education and training development.

At the meeting, delegates discussed and gave opinions to continue to supplement and complete: the draft Resolution of the Politburo on breakthroughs in people's health care to meet the requirements of national development in the new era (presided over by the Ministry of Health ); the draft Resolution of the Politburo on breakthroughs in the development of modern national education and training (presided over by the Ministry of Education and Training).

Attaching resolutions to the overall pillars

Welcoming and appreciating the opinions and draft resolutions, the Prime Minister requested the presiding agencies to continue reviewing, researching, absorbing and explaining the instructions of the Politburo , General Secretary To Lam, Standing Secretary of the Secretariat, and members of the Standing Committee of the Government Party Committee to continue perfecting the drafts, documents and submissions in accordance with regulations.

The Prime Minister stated that the promulgation of these resolutions must be placed within the overall "pillar" resolutions that the Politburo has issued and will issue in the coming time, as well as within the overall general mechanisms and policies in all fields, while at the same time having appropriate separate mechanisms and policies.

Regarding the draft Resolution of the Politburo on a breakthrough in strengthening the protection, care and improvement of people's health, the Prime Minister said that the new resolution needs to continue to concretize Resolution 20 of the 6th Central Conference of the 12th tenure on strengthening the protection, care and improvement of people's health in the new situation.

With the requirement to shift from passive medical examination and treatment to caring for and protecting people's health even before they have the disease, the Prime Minister emphasized that from recent practices, especially experience in preventing the COVID-19 epidemic and referring to international experience, it is necessary to clearly identify breakthroughs in preventive medicine and primary health care (including facilities, equipment, drugs, vaccines, medical supplies, etc.).

Breakthrough in human resources; breakthrough in health system organization; breakthrough in improving medical ethics; breakthrough in improving people's physical health; building a database and deploying electronic health records; implementing universal health insurance coverage.

He noted that it is necessary to review, train, and prepare human resources based on specific data; calculate resources; propose mechanisms and policies, especially promoting public-private cooperation; and organize implementation according to the functions, tasks, and powers of all levels, sectors, and agencies to ensure feasibility and effectiveness.

Mobilizing resources for education and training

Regarding the draft Resolution of the Politburo on breakthroughs in developing modern national education and training, the resolution needs to continue to concretize the resolutions, conclusions, and directions of the Central Committee, the Politburo, and the Secretariat on education and training, identify breakthroughs, overcome limitations and shortcomings that have been pointed out, and serve the goals and strategic vision for national development by 2030 and 2045.

In particular, it is necessary to pay attention to institutional breakthroughs to mobilize resources with the view of identifying institutions as resources and driving forces; ensuring sufficient teachers in terms of quantity and quality with regulations on standards, norms and processes.

Train learners to become global citizens, comprehensively developed, patriotic, love compatriots, and responsible; have standards and regulations on facilities that ensure minimum requirements, aiming towards modernity and giving priority to remote, border, and island areas; research and establish scholarship funds; innovate smart management systems, strengthen post-inspection, strictly control output, make breakthroughs in university management...
