(Dan Tri) - Emphasizing the need to strictly maintain discipline and order, General Secretary To Lam emphasized the need to ensure that the Party's inspection work has no gaps and no "dark areas" that cannot be reached.

Speaking at the first Congress of the Party Committees of the Central Party Agencies for the 2025-2030 term on the morning of September 24, General Secretary To Lam emphasized that this is a political event of special significance, marking a new step of development for the Party Committees of the Central Party Agencies - a party organization with a very important position in the political system.

The country is facing a historic opportunity.

According to the Party leader, since the beginning of the 13th Congress term, the situation at home and abroad has had many complicated developments, with many new and unprecedented issues arising.

“It can be said that we have to face many big waves and strong winds, and at times cadres and party members are worried and anxious. However, our Party has clearly demonstrated its steadfastness, steering the country's ship to overcome difficulties and challenges and continuously achieve new achievements,” the General Secretary emphasized.

Referring to many major breakthrough policies and decisions that have been and are being implemented, the General Secretary said that each of these policies and decisions has made an important contribution to the strategic advice of the Central Party agencies.

However, the General Secretary also frankly pointed out the limitations that need to be overcome, such as the low leadership capacity and fighting strength of some party organizations; the evaluation of cadres is still respectful; party activities in some party cells are still formal. In particular, there are still a number of cadres and party members, including leaders, who have degraded in political ideology, ethics, lifestyle, and have been disciplined...

In the context of the world, regional and domestic situation forecast to have many rapid, complex and unpredictable changes, the General Secretary assessed that we are facing a turning point, a historic opportunity to develop the country quickly and sustainably.

To realize the goal of becoming a developing country with an upper middle income by 2030 and a developed, high-income country by 2045, according to the General Secretary, the Party must improve its leadership capacity, governing capacity, policy-making capacity, and implementation capacity.

The Central Party agencies are the "strategic staff", directly serving the Central Committee, the Politburo, and the Secretariat in formulating the Party's major policies and guidelines.

Therefore, according to the General Secretary, the quality of operations of the Central Party agencies has a decisive meaning for the leadership capacity, governing capacity, and fighting strength of the entire Party.

Thoroughly grasping three important requirements, the General Secretary requested that the Central Party agencies ensure Party spirit, combativeness, and pioneering spirit in all aspects of work. “Party organizations and Party members in the Party Committee must be exemplary, steadfast, and pioneering forces in all areas of work. The Party Committee must be truly clean, strong, and exemplary - setting an example for Party organizations in the political system to follow,” the General Secretary emphasized.

Second, the General Secretary proposed to strengthen coordination and close cooperation between Party committees and agencies.

Along with that is the requirement to be closely connected with the people. The General Secretary thoroughly grasped that all advisory work and proposals must come from reality, from the aspirations and legitimate interests of the people.

Party agencies must set an example in preventing and combating corruption and negativity.

Regarding the four key work orientations, the General Secretary emphasized that Party Committees of Central Party agencies need to focus on improving the quality of strategic advisory work, being one step ahead in grasping the situation, forecasting trends, and proposing strategic solutions.

The second orientation is to strongly innovate leadership, management and operation methods. In particular, the General Secretary noted to strengthen digital transformation, promote administrative reform within the Party, ensure modern Party governance, and take quality and work efficiency as the top measure to evaluate Party organizations and Party members.

Third, according to the General Secretary, it is necessary to build a truly clean, strong, exemplary Party organization that takes the lead in Party building work. “It is necessary to pay special attention to preserving and promoting solidarity and unity within the Party organization, and more broadly, solidarity and unity within the Party to serve as the core to maintain solidarity and unity in the entire political system and the entire society,” the General Secretary emphasized.

According to the General Secretary, the Party Committee must focus on maintaining strict discipline and order, enhancing deterrence and preventing violations; shifting the Party's inspection and supervision methods from "passive" to "proactive", ensuring there are no "dark areas" or "gaps" that inspection and supervision work cannot reach.

“Party agencies must set an example in preventing and combating corruption, negativity, vested interests, bureaucracy, and detachment from the people; and must keep the Party apparatus truly clean, streamlined, effective, and efficient,” according to the General Secretary’s request.

Fourthly, the General Secretary emphasized that it is necessary to pay special attention to improving the quality of the staff because this is the "key of the key" issue in Party building work.

“It is necessary to focus on advising on innovation in the content of the work of evaluating, selecting and using cadres, thereby advising on building a team of cadres, especially cadres at the Party committee level, leaders, managers, and strategic staff of the Party and the political system, to meet the requirements of tasks in the new era,” the General Secretary requested.

In particular, according to the General Secretary, special attention must be paid to building the staff of the Central Party agencies, commensurate with the responsibilities of each agency and unit.

To each cadre and party member in the party, the General Secretary reminded them to constantly practice steadfast political will, maintain pure moral qualities, constantly study, and improve their qualifications and working capacity.

Party leaders emphasized that cadres need to uphold discipline, order, and be exemplary in words and actions; always have innovative and creative thinking, not be conservative or stagnant; dare to think, dare to do, dare to take responsibility, and put the interests of the Party, State, and people above all else.

Regarding the Party Committee and affiliated Party organizations, the General Secretary directed that it is necessary to study and advise on mechanisms and policies to attract talents and good cadres; mechanisms and policies to encourage and motivate cadres to work with peace of mind, wholeheartedly, and make long-term contributions to the Party and the country.

The General Secretary hopes that the Party Committees of the Central Party agencies will continue to affirm their role as the Party's "strategic staff", making an important contribution to bringing the country firmly into the new era of development.

The 1st Congress of Party Committees of Central Party Agencies, term 2025-2030, opened with the participation of 293 official delegates, representing more than 8,700 party members of 14 Party Committees under the Party Committees of Central Party Agencies.
