On the evening of October 5, Prime Minister Pham Minh Chinh attended the program launching and responding to 450 days of eliminating temporary and dilapidated houses nationwide with the theme "Warm home for my people".

The program is organized by the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front , produced by Vietnam Television and broadcast live on VTV1 channel, Vietnam Television and rebroadcast on radio and television stations nationwide.
Also attending were Politburo members: Standing member of the Secretariat Luong Cuong; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Permanent Deputy Prime Minister Nguyen Hoa Binh; Head of the Central Propaganda Department Nguyen Trong Nghia; Minister of National Defense Phan Van Giang; Minister of Public Security Luong Tam Quang; leaders of central departments, ministries and branches; leaders of provinces, cities, socio-political organizations; businesses, organizations and individuals responding to the movement to join hands to eliminate temporary and dilapidated houses launched by the Prime Minister.

The 8th Conference of the 13th Party Central Committee issued Resolution No. 42-NQ/TW dated January 24, 2023 on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and protection in the new period; Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat on strengthening the Party's leadership in social housing development in the new situation has set the goal of "completely eliminating temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change" by 2030.
Implementing the Party's policy, on April 13, Prime Minister Pham Minh Chinh, Chairman of the Central Emulation and Reward Council, launched the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide by 2025", striving to complete the goal 5 years ahead of the Party's Resolution.
The movement has been actively responded to and strongly implemented by the Vietnam Fatherland Front, ministries, branches, localities, businesses and individuals. With many forms of support, up to now, many new houses meet the "3 hard" standards: hard foundation, hard frame - wall, hard roof, house life of 20 years or more/have been completed.

At the event, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien earnestly called on collectives, individuals, business communities, overseas Vietnamese, foreigners living and doing business in Vietnam, the community and society to share love, support funds, materials, efforts... to help poor and near-poor households; together with State resources to strive to complete the goal of eliminating temporary and dilapidated houses for poor and near-poor households in 2025, as launched by Prime Minister Pham Minh Chinh; committed to doing our best, openly, transparently, closely monitoring, not allowing corruption and negativity to occur, ensuring that the support funds are transferred directly to the beneficiaries.

According to Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung, in recent years, more than 1.7 million houses have been newly built and repaired for the poor and people in difficult circumstances. Up to now, through review, the whole country still has about 400,000 temporary houses, dilapidated houses, not ensuring "3 hard" or lacking in quality. Implementing the movement launched by the Prime Minister, we are currently in a 450-day and night peak campaign to eliminate temporary houses, dilapidated houses in 2025, with the goal of completing all three major tasks: supporting housing for people with meritorious services and housing difficulties with about 200,000 houses, using the state budget; supporting housing for the poor and ethnic minorities according to national target programs, with about 88,000 houses; Eliminate temporary and dilapidated houses for people outside the two support groups above, with more than 153,000 temporary and dilapidated houses of poor and near-poor households with a minimum budget of about 6,500 billion VND.
To complete this work, the Ministry of Labor, War Invalids and Social Affairs proposed new methods and approaches, thereby promoting the spirit of self-reliance of localities, dividing localities into 4 groups, the economically developed group will take responsibility; the disadvantaged and poor groups will have mechanisms to mobilize resources and provide appropriate support.
Along with that, it is proposed that competent authorities allow the use of 5% savings in regular expenditure in 2024 from local and central budgets along with socialized resources to implement the method of both assigning and assigning support targets by address so that localities have the conditions to support other localities; mobilize and assign ministries, agencies, banks, and enterprises to directly support disadvantaged and poor localities. In particular, mobilize the joint efforts, unanimity, and participation of the entire political system, business community, and people, spreading widely in society and the community.

Speaking at the program, Prime Minister Pham Minh Chinh emphasized that 2025 is the year to celebrate the 95th anniversary of the founding of the Indochinese Communist Party (now the Communist Party of Vietnam); the 50th anniversary of the liberation of the South and national reunification; the 80th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; the 135th anniversary of the birth of President Ho Chi Minh, the great national hero and world cultural celebrity; and the holding of Party Congresses at all levels, towards the 14th National Party Congress.
The Prime Minister said that our people have a saying "Settling down and having a career"; the Party and State's policies and guidelines are very clear: Do not sacrifice fairness, social progress, social security and the environment to pursue mere growth; do everything to make people's lives increasingly prosperous and happy.
Implementing the Party's major policies and the People's conclusions, in order to celebrate the important events of our country in 2025, on April 13, 2024, in Da Bac district, Hoa Binh province, the Prime Minister, together with comrade Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front, launched the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" nationwide in 2025. The movement is very suitable to the actual situation of the country and immediately after its launch, it was enthusiastically responded to by the whole country, compatriots at home and abroad, bringing practical results to the poor.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and respectfully thanked the noble gestures and important contributions of compatriots and comrades nationwide, ministries, branches and localities to this emulation movement of profound humanistic significance.


The Prime Minister emphasized that from now until the end of 2025, there are only about 450 days and nights left to complete the goal of eliminating all temporary and dilapidated houses; the amount of work is huge, requiring us to be even more determined if we are determined, to make even more efforts if we are already trying, to make even more efforts if we are already trying, and to be effective if we are already being effective.
The Prime Minister called on the entire political system, compatriots, comrades, and business community nationwide to continue to join hands, join forces, and unite, accelerate, and make further breakthroughs with national love, compatriotism, and the spirit of "mutual love and affection", "whoever has something helps, whoever has property helps property, whoever has merit helps merit, whoever has a lot helps a lot, whoever has a little helps a little", so that no one is left behind in the era of national development, to quickly complete the goal of eliminating all temporary and dilapidated houses for compatriots, especially compatriots in remote areas, ethnic minority areas, border areas, and islands; noting that during the implementation process, it is necessary to strengthen inspection and supervision, and not to let corruption and negativity occur in the implementation of this movement.


At the program, representatives of ministries, branches, localities, businesses, and philanthropists donated funds to disadvantaged localities. According to the Organizing Committee, the total amount of money raised by the end of the program was VND5,932 billion, of which VND3,287 billion was raised during the program and 61 localities raised VND2,645 billion.
