Reviewing the outstanding activities, Prime Minister Pham Minh Chinh said that in October, there were many important economic, political , social and foreign affairs events, especially the successful 8th Central Conference, the ongoing 6th Session of the 15th National Assembly, and vibrant foreign affairs activities...
"Through the vote of confidence, the National Assembly and voters expect and expect more from the Government. Therefore, we have made a determination and must be even more determined, have made an effort and must make even more effort, have made an effort and must make even more effort," the head of the Government emphasized.

Referring to the socio-economic situation, the Government leader shared that the world situation continues to change rapidly, complexly, with more difficulties and challenges than opportunities and advantages, with risk factors due to increasing geostrategic and geo-economic competition; the conflict in Ukraine is unpredictable, and there is an additional conflict in the Gaza Strip.
Meanwhile, inflation in many countries, although it has cooled down, is still high; the price range of food and energy fluctuates widely. Oil prices in September and October fluctuated between 81 and 90 USD/barrel, while in the first 8 months of the year it was between 67 and 83 USD/barrel.
In addition, many major economies maintain tight monetary policies and high interest rates; operating interest rates in the US and EU are at 5.25-5.5% and 4.5% respectively, currently at the highest level in the past 22 years; in the recent meeting, the FED did not raise interest rates but left this issue open.
Domestically, the Prime Minister assessed that Vietnam is a developing country, with an economy in transition, starting from a low base, modest in scale, large in openness, limited resilience to external shocks, and limited competitiveness.

In the context of being "hit by a double impact" from adverse external factors and restrictions that have existed for many years, the head of the Government emphasized that the economy continues to achieve positive results.
That is, the macro economy is stable, inflation is controlled, growth is promoted, major balances are ensured; public debt, government debt, national foreign debt, and state budget deficit are well controlled.
Along with that, social security and people's lives are guaranteed; anti-corruption and negativity are promoted...
However, the Prime Minister noted that there are still some difficulties and problems, such as growth not reaching the target; production, business and enterprise operations still facing many difficulties; and cumbersome administrative procedures.
In particular, the Government leader said that a number of officials are still afraid of making mistakes and being responsible, avoiding and pushing away work; overcoming some shortcomings is still difficult, and some long-standing problems have not been completely resolved.
The remaining time of 2023 is nearly 2 months, the Prime Minister suggested focusing on discussion, careful analysis, objective and practical assessment, identifying breakthrough and key tasks to complete the task.
According to the program, the meeting focused on discussing: Socio-economic situation in October and 10 months of 2023, implementation of the socio-economic recovery and development program, allocation and disbursement of public investment capital, and implementation of 3 national target programs.
