Speed up the progress of 4 expressway projects, must be completed by 2025

The Government Office issued Notice No. 458/TB-VPCP on the conclusion of Deputy Prime Minister Bui Thanh Son - Head of Inspection Team No. 05 on reviewing and removing difficulties and obstacles related to key traffic projects planned to be completed by 2025 to achieve the target of 3,000 km of expressway, including 4 projects: Tuyen Quang - Ha Giang section through the old Ha Giang province, Tuyen Quang - Ha Giang section through Tuyen Quang province, Dong Dang - Tra Linh, Huu Nghi - Chi Lang.

The announcement stated: In Document No. 6863/VPCP-CN dated June 23, 2025 of the Government Office , the Deputy Prime Minister gave specific instructions for each Project, including a clear request for work progress. However, up to now, many tasks have not been completed (especially site clearance and relocation of technical infrastructure), and construction progress is still slow.

The objective reason is that the weather is in the rainy season, which greatly affects the construction organization; the subjective reason is that some contractors have not proactively overcome difficulties and have not mobilized equipment in time to start construction as soon as the weather is favorable. In the past 3 months, the construction volume has only increased by 4 - 12% (average 1.33% - 4%/month); therefore, with only more than 4 months left, completing 30% - 50% of the remaining construction volume of the projects requires great effort.

Therefore, local authorities, investors, project management boards, and contractors need to focus and find solutions to further accelerate construction progress, ensure route clearance progress, ensure quality and labor safety, and basically complete projects in 2025 according to the Prime Minister 's direction.

No later than September 5, 2025, site clearance and relocation of technical infrastructure, material mines, and dumping sites must be completed.

The Deputy Prime Minister requested the Provincial Party Secretary, Chairman of the Provincial People's Committee, Chairman of the Fatherland Front and Party committees to spend time encouraging people to promptly hand over the site for the construction of the Projects; direct relevant agencies and units to implement the Prime Minister's directive that determination must be high, efforts must be great, actions must be drastic, focused, and key; assignment of tasks must be clear and specific. Continue to mobilize maximum resources, equipment, machinery, apply modern techniques combined with traditional solutions for continuous construction to complete the set goals.

Regarding site clearance (GPMB), relocation of technical infrastructure, materials, and dumping sites, localities are required to complete site clearance (GPMB), relocation of technical infrastructure, material mines, and dumping sites (no later than September 5, 2025), specifically:

- Tuyen Quang province relocates technical infrastructure (power lines, telecommunication cables); relocates 55 households and allocates resettlement land to 9 households; for the additional 8 km at the beginning of the route, site clearance work must be completed before September 30, 2025;

- Lang Son Province: (1) Dong Dang - Tra Linh Project, completed the relocation of 6 households; (2) Huu Nghi - Chi Lang Project, completed the handover of 1.99/59.87 km of land according to the boundary of the basic design stage; the land clearance arising from changes between the technical design documents and the basic design documents is 18.39/38.14 ha; relocated 79 households and the remaining technical infrastructure.

Regarding construction work, the Investors/Project Management Board, consultants, and contractors are required to: continue to review and update and adjust the construction progress based on the actual construction situation to complete the set goals; have solutions to compensate for the delayed volume, reserve time in unfavorable weather conditions, complete the roadbed construction before the rainy season; focus on mobilizing maximum human resources, construction machinery and equipment to meet the continuous construction time.

- For the Tuyen Quang - Ha Giang project , adjust the detailed construction progress of each item, focusing on construction at critical points on the progress of other complex items, ensuring the completion of the entire roadbed in September 2025;

- For the Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects, adjust the detailed construction progress of each item, ensuring the goal of completing the route on the asphalt concrete layer, focusing on construction at locations on the progress critical path (tunnel items, routes passing through complex terrain), striving to complete by December 19, 2025.

Regarding the adjustment of phase 1 project and implementation of phase 2, the Deputy Prime Minister requested:

Regarding the Tuyen Quang - Ha Giang Expressway Project : Tuyen Quang Provincial People's Committee directed units to urgently complete the procedures for adjusting the design of phase 1, to soon implement the construction of adjusted and supplemented works on site. Regarding the 64.5 km section through Tuyen Quang province (old) which is being invested with a scale of 2 lanes, Tuyen Quang Provincial People's Committee urgently completed the investment procedures to complete 4 lanes, and worked with the Ministry of Finance to supplement capital for the project.

For the Huu Nghi - Chi Lang Project: Lang Son Provincial People's Committee urgently completes the procedures for approving project adjustments as a basis for implementing the next steps.

The Deputy Prime Minister requested local Party committees and authorities to promptly encourage, visit and remove difficulties for construction forces at construction sites; pay attention to the living conditions of workers to ensure safety and convenience, especially during the rainy and flood season; mobilize local forces (Police, Army and people) to support construction units when necessary (transporting machinery, supplies, materials, etc.); direct Investors/Project Management Boards to strengthen close inspection of construction quality management, "not to ignore quality for progress", especially paying attention to the quality of construction of technically complex works; invest in rest stops, ITS traffic monitoring systems, ETC toll collection, vehicle load control, ensuring compliance with planning and synchronous completion with projects.

The Ministry of Finance shall fully and promptly allocate capital for projects to be completed in 2025; at the same time, review and report to competent authorities on capital allocation for the implementation of phase 2 of projects from the central budget for the period 2026 - 2030.

Relevant ministries, branches, agencies and localities must promptly resolve assigned tasks to ensure progress, promptly report to competent authorities to resolve any difficulties or problems; at the same time, strengthen inspection, examination, and prevention of corruption, negativity, waste, and bid collusion and contract trading, etc.

The Ministry of Construction, as the standing agency of the Inspection Team, continues to proactively monitor and grasp the implementation status of projects; coordinate with the Government Office to urge assigned tasks; promptly synthesize and report to competent authorities to resolve difficulties and problems.

Ministries, branches, localities, project management boards, project enterprises, construction contractors, agencies, units and each individual involved need to identify the task of completing expressway projects as the top political task, competing to achieve achievements to welcome the 14th Party Congress; proactively promote personal responsibility, responsibility to the collective, for the honor of individuals, agencies and units; for the goal of socio-economic development of the country, for the people's desire for a synchronous and modern expressway system.
