Towards the 14th Party Congress: Realizing the aspiration to develop the Lang border region

Opening the Congress, Lang Son Provincial Party Secretary Hoang Van Nghiem affirmed that during the past term, the entire Party Committee, government, and people of all ethnic groups in the province have united, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and comprehensive achievements in all fields.

This Congress is of important significance, summarizing and evaluating the results of the implementation of the Resolution of the 17th Provincial Party Congress, term 2020 - 2025, pointing out advantages, disadvantages, causes and drawing lessons; proposing directions, goals, tasks and solutions for the term 2025 - 2030.

In particular, the Congress selected comrades who are truly exemplary in terms of qualities, intelligence, daring to think, daring to do, daring to take responsibility to be elected to the Provincial Party Executive Committee for the 18th term 2025 - 2030, meeting the requirements and tasks of the new period. Agreeing with the contents of the Congress's political report, Hanoi Party Secretary Bui Thi Minh Hoai requested that the Party Committee, government, army and people of Lang Son province continue to effectively and promptly implement the Party's guidelines and the State's laws and policies; the directions of the Politburo and the Secretariat, headed by General Secretary To Lam; promptly and effectively deploy the Politburo's resolutions on protecting, caring for and improving people's health; developing education, training, science and technology, innovation and digital transformation; developing the private economy; building and perfecting institutions and policies; effectively implementing two-level local government, ensuring closeness to the people, serving the people and businesses best.

The province needs to continue to promote the work of building and rectifying the Party and a clean and strong political system; improve the leadership capacity and fighting strength of grassroots Party organizations; focus on leading and developing the socio-economy, pay attention to promoting new driving forces of digital economy, green economy, and circular economy, creating more room and driving force for sustainable development in the long term, contributing to building the province into one of the growth poles of the Northern Midlands and Mountains region by 2030, and becoming a fairly developed province by 2035.

Secretary of the Hanoi Party Committee Bui Thi Minh Hoai noted that, with the responsibility of being the national "fence" in terms of national defense and security, Lang Son must attach importance to building and consolidating the national defense associated with the people's security posture; closely combining socio-economic development with consolidating national defense and security, building a solid defense zone. Presenting the political report to the Congress, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lang Son province Ho Tien Thieu said that in the 2020 - 2025 term, the province has achieved many outstanding results in Party building and the political system; socio-economic development; national defense and security; the lives of ethnic minorities have been constantly improved; foreign affairs activities have been increasingly effective and expanded, and international integration capacity has been enhanced.

The growth rate of gross regional domestic product (GRDP) in the 2021 - 2025 period is estimated at 7.1%, higher than the average growth rate of the 2016 - 2020 period (5.2%) and higher than the national average; reaching the target set by the Congress of increasing from 7 - 7.5%. Total state budget revenue in the area in 5 years is estimated at 49,780 billion VND, an increase of 51.9% over the previous period; of which domestic revenue is more than 16,320 billion VND, an average annual increase of over 8%. GRDP per capita increased from 44.2 million VND (2020) to 71.1 million VND (2025), equivalent to an increase from 1,917 USD to 2,900 USD. At the same time, the average annual poverty rate decreased by 2.95%, it is estimated that by the end of 2025 the whole province will have 1.36% poor households; Health insurance participants increased by 2.1% compared to the beginning of the term; social insurance participants compared to the working-age labor force reached about 45%. National target programs on economic and social development in ethnic minority and mountainous areas and sustainable poverty reduction were effectively implemented, contributing to improving the lives of ethnic minorities in Lang Son...

The report reviewing the leadership and direction of the Provincial Party Committee, term XVII, 2020 - 2025, stated that the Provincial Party Committee, the Provincial Party Committee Standing Committee, and the Provincial Party Committee Standing Committee have closely followed the principles and regulations of the Party, the leadership and direction of the Central Committee, led and directed the drastic and comprehensive implementation of all aspects of work, achieved many achievements in all fields; basically completed the goals and tasks of economic and social development, ensuring national defense and security, Party building, and building the political system. The report pointed out some limitations such as: The work of Party building and rectification still has slow changes; the economic growth rate still lacks sustainability; the infrastructure is not synchronized, especially traffic infrastructure, urban infrastructure, and tourism infrastructure.

According to the report summarizing comments on the draft documents submitted to the 14th National Congress of the Party, Lang Son province had over 22,680 delegates contributing comments. The draft political report of the 18th Lang Son Provincial Party Congress, term 2025 - 2030, received 32 comments from central committees, ministries and branches; 155 comments from intellectuals, scientists, businessmen and enterprises; 15,122 comments from delegates of party committees under the Provincial Party Committee and hundreds of comments from the people. The comments unanimously agreed that the draft political report closely followed the local practical situation; clearly defined the strategic vision, clear development orientation, with focus and key points; proposed development breakthroughs and specific targets, in line with the development requirements of the province in the new period...

The 18th Lang Son Provincial Party Congress will take place until September 26. During the two days, the Congress will review the Political Report and the Review Report of the Provincial Party Executive Committee, term XVII; discuss contents related to the reports presented at the Congress. At the same time, the Congress will elect the Provincial Party Executive Committee, term XVIII, for the 2025-2030 term; announce the election results; organize the first meeting of the new Party Executive Committee and announce the results of this meeting. The Provincial Party Executive Committee, term XVIII, will be introduced to the Congress. The Congress will also elect the Provincial Party Delegation to attend the 14th National Party Congress; and pass the Congress resolution.
