Accordingly, the work of managing and ensuring safety for people and vehicles at sea has been vigorously deployed. According to information from the Border Guard Command of Ha Tinh province, all 3,983 vessels with 10,994 workers of Ha Tinh have safely anchored ashore. The sea ban officially takes effect from 7:30 a.m. on September 27, 2025.
Along with the management of boats, the evacuation of people in dangerous areas is being stepped up. Based on the expected storm intensity (level 10-12), the People's Committee of Ha Tinh province requested localities to immediately implement response scenario III, focusing on evacuating 6,556 households/15,706 people in key coastal and estuary areas.
The evacuation will begin at 1 p.m. on September 27 and must be completed by 9 a.m. on September 28, 2025. People will be relocated to safe locations such as schools, committee headquarters, medical stations, and solid high-rise buildings. Military and police forces have been mobilized to support localities in the evacuation.
Faced with the risk of heavy rain and floods, the work of ensuring the safety of irrigation systems, dykes and agriculture is being proactively deployed. Management units of large reservoirs such as Ke Go (reaching 61.83% of capacity) and Song Rac (reaching 62.58% of capacity) are being directed to closely monitor the development of rain and floods to proactively operate and regulate early flood discharge to create capacity to receive floods, ensuring absolute safety for the works and downstream areas.
The dike system is also being reinforced at four key points including Hoi Thong dike (Dan Hai commune), Ta Nghen dike (Loc Ha commune), Cam Nhuong dike (Thien Cam commune) and Khang Ninh dike (Hai Ninh ward), with materials and human resources ready to respond to incidents.
In the agricultural sector, although rice has been basically harvested, citrus fruit products such as oranges and grapefruits are still in the fruit development stage or have not been harvested yet (about 70% of Phuc Trach grapefruit has been harvested). Local authorities are urgently instructing people to reinforce their houses, harvest vegetables and fruit trees early, and implement measures to ensure safety for 4,325 hectares of aquaculture.
Currently, the Military, Border Guard, and Police forces are on standby with 100% of their personnel to respond and be ready for rescue, determined to minimize the damage caused by storm No. 10 in Ha Tinh province.
At 7:00 a.m. on September 27, the center of the storm was at about 14.1 degrees North latitude; 115.8 degrees East longitude, about 480 km East Southeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 11-12 (103-133 km/h), gusting to level 15. The storm moved in a West Northwest direction at a speed of about 35 km/h.
This is a very fast moving storm (nearly twice the average speed), with strong storm intensity and wide range of influence, which can cause combined impacts of many types of natural disasters such as strong winds, heavy rains, floods, flash floods, landslides and coastal flooding.
Forecast for the next 24 hours, the storm is likely to strengthen. The strongest wind near the storm center is level 12, 13, gusting to level 16. By September 29, the storm on land in the provinces from Nghe An to Northern Quang Tri will be level 8, 9, gusting to level 11.
